A report issued by China's Finance Department in October 2001, Financial Statistics 2001 No.11, "The Notice from the Finance Department on the 2001 Account Sheet of Enterprises," includes the account sheet of labour camps and prisons. Their explanation to the related offices is as follows: records of products made in prisons and labour camps cannot be made public because it involves human rights issues, which attracts world attention. The department requires the related offices to use "55 and others" on the cover of the account sheets from those places. In the instructions of "2000 Account Sheet of Enterprises," there is an explanation of "55 and others." This code is exclusively used by the enterprises of prisons and labour camps.

As is known to all, prisons and labour camps are part of the state machine. They are not enterprises, nor are they responsible for turning out products. The Jiang Zemin administration is making money by using the unpaid labour. The workload is intentionally overly intense, which is meant to be physical and mental torture to the detainees.
