Falun Gong practitioner Chi Huiwen was Korean Chinese and lived in Yanji City, Jilin Province. He was born on February 13, 1968. During a five-day holiday on October 1, 2001, he was taken to a brainwashing centre for the second time. Piao Nanzhu, the head of the brainwashing centre and others, tortured Chi Huiwen for two days and released him because he was near death and they did not want to bear the responsibility. The perpetrators from the police department and the street office continued to monitor and harass Chi Huiwen after his release. His health declined by the day. He passed away on April 22, 2004 leaving behind his six-year-old daughter Chi Yujing.

Chi Huiwen began practising Falun Gong in 1993. He worked at the Yanji City Department Store and was well-liked by his colleagues and customers. In 1999, Jiang's regime began persecuting Falun Gong and he and his followers fabricated rumours and lies to deceive the people. The store management believed these lies and asserted pressure on Chi Huiwen, trying to force him to give up Falun Gong. Because the management was afraid the government would punish them for employing Chi Huiwen, they put Chi Huiwen on the lay-off list twice during a store reorganisation.
In March 2001, Chi Huiwen went to Beijing to appeal for Falun Gong. In order to avoid implicating his superiors, he had to resign from his job. Around August 27, 2001, the political head at the Yannan Police Station in Yanji City, who is currently the political head at the Jiangong Police Station in Yanji City, led a dozen police and they ransacked Chi Huiwen's home. They frightened Chi Huiwen's 83-year-old grandmother, his wife and his two-year-old daughter. They took Chi Huiwen to the Yannan Police Station and tortured him for three days in an attempt to make him give up Falun Gong.
Because Chi Huiwen persisted in his belief, the political head at Yannan Police Station sent Chi Huiwen to a brainwashing centre in Yilan Town, Yanji City.
When Chi Huiwen was detained at the Yannan Police Station he could not eat and vomited as soon as he ate something, but the police ignored his condition and deprived him of sleep. They also made him stand and run on the drill ground for a long time. They verbally abused him and beat him and forced him to watch slanderous videos against Falun Gong.
On September 4, 2001 when Chi Huiwen's wife saw him for the first time since he was sent to the brainwashing centre, she saw that his face was black and he walked with a hunched-over back. He walked slowly and unsteadily. His health condition deteriorated to this point after only one week in this centre. With tears, Chi Huiwen's wife asked the perpetrators to release him, but they said, "If he doesn't give up Falun Gong, forget about him ever getting out!"
The second time Chi Huiwen's wife visited him his health was even worse. On the ninth day after Chi Huiwen was sent to the brainwashing centre, Piao Nanzhu, the head of the brainwashing centre and currently a member of Yanji City "610 Office" called Chi Huiwen's wife and told her to pay 150 Yuan for food and 2,000 Yuan bail before she could take Chi Huiwen home. Chi Huiwen's family could barely afford to buy food, and it was impossible for them to pay 2,000 Yuan. Chi Huiwen's wife borrowed 500 Yuan and gave it to the perpetrators and begged them to release her husband. Piao Nanzhu said to her, "If Chi Huiwen refuses to give up Falun Gong, you have to write a 'Guarantee Statement' promising that he will not practise Falun Gong again. I'll take 500 Yuan to cover food expenses and the rest will be considered a deposit. If your husband practises Falun Gong within the next year, I won't give the deposit back."
Piao Nanzhu didn't issue a receipt for the money, but the perpetrators released him after Chi Huiwen's wife wrote a "Guarantee Statement." By then, Chi Huiwen had been unable to eat for over ten days; he was emaciated and even more hunched over than before. He could not walk. The police were afraid of bearing responsibility for his death, so they released him. They demanded that he not practise Falun Gong and not contact other practitioners.
During the five-day holiday beginning on October 1, 2001, the political head from Yannan Police Station again broke into Chi Huiwen's home and ransacked it. He arrested Chi Huiwen, who had not yet recovered. In the evening, Chi Huiwen's wife went to the Yannan Police Station and asked for her husband, but the perpetrators said they didn't know about it. She asked, "You took him away! How can you not know about it?" The perpetrators said, "We just don't know." She also went to the street office and received the same answer. Then she went directly to the Yilan Town brainwashing centre and saw her husband there. Chi Huiwen was holding a hunger strike to protest the persecution and to show his determination in practising Falun Gong. The perpetrators did not allow him to sleep and tortured him. Chi Huiwen grew weaker and became more hunched over. He could hardly walk.
After torturing Chi Huiwen for two days, Piao Nanzhu and other perpetrators extorted another 100 Yuan from Chi Huiwen's wife and then released him.
Chi Huiwen's health continued to decline after he returned home in 2001. Yet the perpetrators from Yannan Police Station and the street office monitored him and harassed him in his home on so-called "sensitive days." The street office sent several people to monitor Chi Huiwen's every move. They used threats to pressure his neighbours not to talk to Chi Huiwen and his family, so most of the neighbours shunned the Chi Huiwen household.
Chi Huiwen's former home is located across from the Yannan Police Station and the street office, and the police could watch Chi Huiwen in his home while sitting in their office. In order not to put other practitioners at risk, Chi Huiwen did not contact them. His health grew worse and he was completely paralysed by March 12, 2004. On April 1, he could not eat, and he passed away in extreme pain on April 22 at the Yanji City Hospital.
Chi Huiwen has a six-year-old daughter named Chi Yujing. She was born on February 10, 1999. One month after Chi Huiwen died, his wife was forced to leave home to avoid persecution and young Chi Yujing now lives with her grandmother and great-grandmother who is 83 years old and has only one hand.

Chi Yujing, her grandmother and great-grandmother live in tremendous grief. When her grandmother went to buy a shroud, she cried and said, "I killed my son! If I hadn't been deceived by the government into persuading my son to stop practising Falun Gong, maybe he wouldn't have died." Many people shed tears with her.
