Since the persecution against Falun Dafa was officially launched on the 20th of July in 1999, Yuan Qingsong, the Secretary of the National Security Brigade (formerly the Political and Security Section) of the Public Security Bureau of Nongan County, Jilin Province has followed Jiang's faction to persecute Falun Dafa practitioners. He has gone to different villages and counties on numerous occasions to arrest practitioners. Yuan has gained his wealth from persecuting Falun Gong. He often inspects the Internet cafés in the villages and threatens to file reports with the higher authorities. Without following legal procedures, he barges into practitioners' homes to harass them and to extort money from them. In 2000, Kaian City practitioner Mr. Liu was forced to pay a fine of 1,000 yuan (the Chinese currency; 500 yuan is equal to the average monthly income of an urban worker in China). In Kaian City alone, four or five Falun Dafa practitioners had large sums of money extorted by Yuan Qingsong. Some practitioners have paid fines up to 3,000 yuan, some have paid 1,000 yuan, while others have paid between 300 and 500 yuan.
On the morning of the 24th of November in 2004, Yuan Qingsong colluded with the head of the State Security Brigade, Du Hengzhi (also known as Du Laosan) and others to go to Kaian City Number 2 High School (also called Liu's High School). In plainclothes, they climbed over the school wall, entered practitioner Ms. Xu's classroom and arrested her while she was teaching. They did not inform any departments, and took action without any legal procedures or acceptable reasons. While Ms. Xu was detained at the county police station, Yuan Qingsong tried to entrap Ms. Xu during interrogation, while at the same time extorting money from her husband by using her as hostage. Yuan told Ms. Xu's husband to deliver 5,000 yuan for her release. Ms. Xu's husband had heard of Yuan's greedy reputation and disregarded him. Du Laosan was even more shameless: when Ms. Xu was using the bathroom, he pushed open the door to peek at her. He only withdrew after Ms. Xu criticised him loudly.
On the 29th of November, the day before Ms. Xu's detention was ending, Yuan Qingsong called her husband numerous times urging him to send money. Ms. Xu's husband saw through his vile tricks and understood that his wife had been arrested without reason, so he did not send Yuan any money. Yuan Qingsong then threatened him by saying, "No money? Then we'll send her to the forced labour camp!" Still, Ms. Xu's husband did not send any money. On the morning of the 30th of November, Ms. Xu's husband arrived at the front door of the detention centre to meet his wife. Yuan Qingsong still tried to threaten Ms. Xu's husband by claiming that the police were still considering whether or not to release Ms. Xu. Ms. Xu's husband clearly stated, "No matter what Yuan Qingsong wants, I will not be moved." Finally the authorities backed down and the battle between the righteous and the evil ended. Yuan Qingsong did not get his money and Ms. Xu was unconditionally released at the end of the day.
