On January 28, 2005, during Chinese Vice President Zeng Qinghong's state visit to five South American countries, Ministerio Publico y la Corte Suprema de Justicia de la Republica Peru accepted a lawsuit (case number: 1704) filed by the Peruvian Falun Dafa Association against Zeng Qinghong, Jiang Zemin, Luo Gan, and Bo Xilai for crimes of genocide and crimes against humanity.

On the afternoon of January 29, the Peruvian Falun Dafa Association conducted a press conference. Reporters interviewed Mr. Rosas, an attorney representing Falun Gong practitioners in this lawsuit.
Mr. Rosas pointed out, "The persecution against Falun Gong in China has been going on for more than five years. Currently, we are not only asking to end this persecution, but we also demanding to bring those chief perpetrators to justice and hold them accountable what they have done. We need to let the world know what has happened in China and why it happened, so that it will not happen again in the future."
The local mainstream media did not cover Zeng's visit during the visit itself, so most locals did not even know about it until some major media reported it after he left.
