Background information: Chen Biyu, female, 51 years old, was an employee of the China Industry & Commerce Bank, Fuzhou City Division, Fujian Province. On September 26, 2001, the police illegally took her away from home. While in police custody, Ms. Chen experienced all kinds of cruel tortures. The authorities also sent her to a mental hospital where she suffered inhuman abuse. Ms. Chen Biyu passed away at the end of October 2001.
