Minghui correspondent Ying Zi reports that Canadian officials have confirmed that on Sept. 27th, 2005, they received evidence supporting charges of "crimes against humanity" as well as documents from a U.S. court convicting Chinese official Xia Deren of the same charge. Xia Deren is the mayor of Dalian City who has actively participated in the brutal persecution of Falun Gong and is on a Royal Canadian Mounted Police monitor list. Xia planned to visit Canada on a business trip on September 30th.
Bo Xilai and Xia Deren, two CCP officials who had planned to visit Canada in September, are both listed on the RCMP list. The list was created under the War Crimes and Crimes Against Humanity Program, which is administered by immigration, judicial and RCMP officers. The list includes the names of 45 CCP officials, such as heads of the 610 Office [a CCP department specifically set up to persecute Falun Gong], and heads of labour camps who have committed serious crimes in persecuting Falun Gong. According to Canadian law, officials on this list will be investigated upon their attempt to enter Canada, and they may be denied visas or even served with lawsuits in Canada because of their crimes against humanity.
CCP Official Bo Xilai Cancels Trip to Canada
Renowned international human rights lawyer David Matas wrote to the ministers of the Canadian Ministry of Security, Ministry of Immigration and Ministry of Foreign Affairs on Aug. 25th. In the letter, he asked the Canadian government to deny Bo Xilai and Xia Deren visas and stated that the request was proposed on the basis of Canada's Crimes Against Humanity and War Crimes Program and Canada's implementation of international law concerning these issues.
Mr. Matas pointed out that based on Canada's Crimes Against Humanity and War Crimes Program, one should be denied entry to Canada if he were found guilty of crimes against humanity. He said that Canada must act according to the international human rights agreement and Canada's Crimes Against Humanity and War Crimes Programme. Victims of such crimes should not be left to fend for themselves.
Falun Gong practitioners hold anti-torture exhibit and ask for Bo Xilai and Xia Deren to be denied entry into Canada
On August 26th, the Falun Dafa Association of Canada held a press conference to call for the Canadian government to deny Bo Xilai and Xia Deren entry into Canada. On September 5th, the name of Bo Xilai, Minister of Commerce, disappeared from the delegation list for Hu Jintao, although he was originally scheduled to accompany Hu on his visit to Canada. Bo Xilai was not seen in the delegation on Sept. 8th.
Xia Deren Responsible for Severe Persecution in Dalian City
Xia Deren planned to visit Canada on Sept. 30th. According to a July 10th announcement on the Dalian Bureau of Information Industry Web site, Xia Deren and his delegation were to attend the Dalian IT Scholar Exchange Conference held in Vancouver and Toronto on Sept. 30th. According to statistics on the Minghui website [a Chinese Falun Gong website], as of Sept. 27th, 53 Falun Gong practitioners have been tortured to death in Dalian City, ranking 10th in the country. Dalian City is among the Chinese cities where the persecution is most severe and ruthless. On Feb. 7th, 2002, Xia Deren was served with a lawsuit in the U.S. holding him responsible for torture and crimes against humanity. In June 2003, the court ruled that he was indeed responsible.
According to a Falun Dafa Information Centre report on June 20th, 2003, "San Francisco Judge Edward M. Chen recently denied foreign sovereign immunity to Xia Deren. Chen denied foreign sovereign immunity to Beijing Party Secretary and former Beijing Mayor Liu Qi, and Deputy Provincial Governor of Liaoning Province, Xia Deren... [The judge's decision] demonstrates that sitting officials cannot claim immunity from lawsuits and penalties for their crimes against humanity. Because of the similarities between the two cases, they have been combined into one lawsuit. ... Both Chinese officials were found guilty of overseeing the torture of practitioners of Falun Gong."
According to the War Crimes and Crimes Against Humanity Programme, 581 people suspected of crimes against humanity and war crimes were denied entry to Canada between 1999 and 2000, 644 people were denied entry between 2000 and 2001, and 445 people were denied entry between 2001 and 2002. Programme officials said the Canadian government does not have to present the specific reason for denial to these people.

A Few cases of Falun Gong Practitioners from Dalian City who Died from Persecution:
Case 1: Wang Youju, female, 64 years old. Wang Youju was the former vice principal of Wafangdian City Hygiene School in Liaoning Province. On July 22nd, 2000, she was taken from her home by officials from the Gongji Police Department and sent to the Wafangdian City Detention Centre. On July 31st, Wang died at the detention centre office.
Case 2: Zheng Wei, male, was severely hunchbacked. He had been illegally detained at Dalian Labour Camp for "re-education" through labour because of his firm belief in Falun Gong. During the detention period, the labour camp did not show any sympathy for his condition but instead tortured him, treated him inhumanely, humiliated him and made fun of him. He died shortly after his release in April of 2001.
Case 3: Zou Wenzhi, male, 54, was from Jiuli Town of Jinzhou District in Dalian City, Liaoning Province. He was the assistant engineer and equipment clerk at the new alkali workshop of the Dalian Chemistry Industry Corp. He lived in the Juxin neighbourhood of Jinzhou District. He started to practise Falun Gong in 1995. On Oct. 16th, 2000, when Mr. Zou went to work, he was called to the security office by Jiang Jie. The police, along with security personnel from his own company, beat and tortured him to force him to give up the practice, and finally killed him. When his entire family went to the mortuary to see Zou Wenzhi's body, they could not even recognise the original colour of his skin, as it was covered with bruises and injuries from the beatings. The medical examiner verified that although the skin had not been broken, the flesh and organs, including the heart, were all damaged, and his ribs were broken as well.
