Because the local police wanted to arrest Cui Shengyi, he could not return home, and was forced to live the difficult life of a homeless person to avoid persecution. One day the Public Security Bureau told his family, "He is in the clear now and we will not arrest him any more, so you can ask him to come back home." His family was deceived by the lies and asked Cui to come back home. Cui only spent a very short time at home after his return.
The autopsy carried out by legal medical experts found that five of Cui's ribs were broken, his lungs were damaged, his eyes were red and swollen, and his legs black and blue as a result of the thick shackles he had to wear. His appearance was too horrible to look at.
The Public Security Bureau first claimed that Cui committed suicide, and then falsely stated that he died of a heart attack. The Bureau notified Cui's family about his death on May 15. When the family expressed plans to sue the Public Security Bureau at the provincial court, the Bureau first attempted to reach a financial settlement. The police also decided to seal off all the air, railway and highway transportation routes in Mudanjiang City in an effort to stop Cui's family members from leaving the city. They attempted to cover up their crime of murder and hoped to cover-up the incident with fabricated facts.
Since July 20, 1999, two Falun Dafa practitioners in Mudanjiang City, Wang Xiao Zhong and Cui Shengyi, have been tortured to death by the police.
