Letter from the Dutch Minister of Foreign Affairs Regarding Article 23 (Extract)

To the Chairman of the Second Chamber,

I am pleased to hereby offer you my reaction to a request of the Commission of Foreign Affairs from December 13th 2002, marked BUZA 2002/74, to process the letters from respectively Amnesty International and the Falun Gong Foundation of The Netherlands.

I value to emphasize that the general state report is in no way meant as an instrument for human rights policy. The human rights policy of the government concerning China is being formed through other means. I can assure you that the government, in close cooperation with the EU-partners, expresses her concerns about the human rights situation regularly with the Chinese authorities. Most recently this has been done during the half yearly rounds of the EU-China human rights dialogue on 13-14 November 2002. During this meeting the persecution of certain religious groups, Falun Gong adherents, labour activists and minorities like the Tibetans and Uighurs, were specifically raised. Furthermore several political prisoners from the above mentioned categories are on the list of special cases for which the EU asks China’s attention.
