Officers from Chifeng Security Bureau, 610 Office (an organisation of special agents just for persecuting Falun Gong), and the Domestic Division of Aohan County Police Station arrested Ma Xiaoguang and five other Falun Gong practitioners on December 21st, 2012, when they were installing a satellite TV receiver for a villager's home in Aohan County of Chifeng City, Inner Mongolia.
Under the order of Chifeng 610 Office, Gong Chuanxing led a dozen plainclothes officers and several police cars to Huanghuadianzi Village in Wulan Town, Aohan County. They arrested practitioners Ma Xiaoguang, Wang Xiufeng, Li Ming, Bao Wenrong, Gao Liu, and Bao Wenju and a non-practitioner driver Chen Zhiyong. The police took away a large number of personal belongings and detained the seven people at Aohan Detention Centre.
After that, Gong Chuanxing, some police officers and 610 Office staff searched all the households in the village for other satellite TV receivers. They interrogated villagers about the source of the receivers and forcibly uninstalled them.
Persecutor Gong Chuanxing
Police officer Gong Chuanxing has been intensively involved in the persecution of Falun Gong in Aohan County, Chifeng for the past 13 years. He has threatened and arrested Falun Gong practitioners, ransacked their homes, and extorted money from them. Many innocent practitioners were sent to forced labour camps, prisons, and brainwashing centers, and their families have suffered. Due to his continuous persecution efforts, Gong Chuanxing was promoted as the head of the local 610 Office, and was re-hired by Aohan Police Station after his retirement to continue persecuting Falun Gong practitioners.
As one of the major persecutors in Aohan County, Gong Chuanxing once said, “The Chinese Communist Party is indeed corrupt. No one cares about crimes like murder at the police station, because Falun Gong is our main focus.”
Why Install Satellite TV Receivers
Ma Xiaoguang and other practitioners helped local villagers install satellite TV receivers to watch free TV programmes provided by the New Tang Dynasty Television (NTDTV), a TV company that broadcasts programmes exposing the persecution of Falun Gong. As users only need to spend 100 – 200 yuan 1 once to purchase a receiver from any electronics store and enjoy the programmes for free, many people prefer it to the cable TV run by local governments for which viewers have to pay over 100 yuan every year.
Satellite TV receivers are produced by factories and sold by dealers legally on the market. There are no laws prohibiting citizens from installing and using satellite TV receivers for personal use. It is unlawful to forbid the use of satellite TV receivers as it restricts freedom of communication.
Why the Chinese Communist Party (CCP) Hates Satellite TV Receivers
The CCP knows that Chinese people do not like its state-run media, especially its mouthpiece China Central Television (CCTV). The essential role of the 30-minute news programme on CCTV every evening is to praise the Party, with 25 minutes on “developments” in China and 5 minutes on “disasters” in other countries. Most Chinese people are familiar with the Party's propaganda and dislike its TV programmes.
Founded by overseas Chinese in December 2001, NTDTV is an international, independent, not-for-profit television station. Aiming to promote freedom of speech and traditional Chinese culture, NTDTV has been providing news related to and within China, including human rights violations to suppressed or spiritual groups, food security, pollution, epidemics, corruption, and other important issues.
NTDTV programmes do not contain violence, sex, or other negative information, so it is acceptable to all audiences in China. As more details of the CCP's human rights violations and suppression of Falun Gong are exposed on NTDTV, audiences are eager for more uncensored news about truth of the Party, China, and international society.
On October 20th, 2011, NTDTV started broadcasting through Korea Satellite Five, and viewers in China could receive the programmes with a 60-centimeter-diameter receiver. Now a 45-centimeter-diameter receiver will do. Many people have installed receivers to watch NTDTV. They say, “NTDTV's programmes are very good as they tell the facts instead of lies. If every household has access to NTDTV, no one will believe the Party any longer.”
This is the real reason that the CCP is so afraid of the installation of satellite receivers. They are worried that the truth of their corruption and persecution of innocent people will be exposed. They know that justice is coming to them, and are so afraid that they cannot tolerate people using satellite receivers to watch TV programmes.
According to China's laws, practising Falun Gong is legal; installing satellite receivers is legal, and watching NTDTV's programmes is legal. The CCP is the party that has broken the law by persecuting Falun Gong and suppressing freedom of speech and communication.
