When a procession of about 1500 Falun Gong practitioners paraded from Federal Plaza to the Chinese Consulate, two consulate officials climbed onto the roof and began videotaping the parade. This may seem innocuous to Westerners, but to Chinese who have grown up in a society of oppression under the finger of a dictator, it is clear that the filming was done to harass the law abiding practitioners, and make it clear that the Chinese government will attempt to identify all practitioners and apply pressure wherever possible. However, the staff did not realise their behaviour itself was recorded as evidence to be used in global efforts to bring Jiang to justice.
As an ancient Chinese proverb says, "If an official doesn't distinguish good from evil and tries to frame the honest, he will gain no benefits but ruin himself."
