Practitioners Tortured in "Intensive Reform" Building at Beijing's Tuanhe Forced Labour Camp

At the end of 2002, the Beijing Educational Bureau assigned the director of the Educational Department to see how effective the forced "reform" of Falun Gong practitioners was at the Tuanhe Forced Labour Camp, Beijing. During the audit, 90% of the illegally detained Dafa practitioners held in the Fifth Brigade openly said Dafa is good. Thus, the camp started further abuses of the detained Dafa practitioners.

Yang Jinpeng, Head of the Educational Section, and Liu Guoxi are the main perpetrators of the persecution of Dafa practitioners. They persecuted Dafa practitioner Zhang Jiuhai mercilessly. Zhang Jiuhai was detained twice at Tuanhe Forced Labour Camp. During the first detention, under the duress of being tortured with electric batons, he agreed to stop practising Falun Gong and was released in early 2002. While clarifying the truth about the persecution to people, he was arrested and sent to the Tuanhe Forced Labour Camp for a second time. At the Beijing Dispatching Office, police officers ordered criminals and drug addicts to beat and curse him, and put dirty socks into his mouth. He went on a hunger strike to resist the persecution, but police officers bound him to a wooden board, which caused kidney failure. He was sent to a hospital for treatment, but within two weeks Zhang Jiuhai was sent to the "intensive reforming" building, where the police tortured him and tried to coerce him into giving up the practise. This time, incited by the director of the Educational Department, police officers became even more violent and vicious. To force him to write the "Five Guarantees," they beat Mr. Zhang, did not allow him to sleep, and shocked him with electric batons. To escape the extreme pain and the torture, Mr. Zhang jumped from an upper floor of the building in which he was being tortured. He broke three ribs and severely hurt his head in the fall. He was sent to a hospital and kept there for a month. Before he had recovered, he was sent to the Tuanhe Intensive Training Group. [Note: When practitioners are being tortured, some may seek relief from the extreme pain in death. However, that is not something that Falun Gong adhere's to. In Falun Dafa, killing and committing suicide are strictly prohibited by the guiding principles of the practise.]

This kind of "forced reform" is very cruel. After forcing Dafa practitioners to say something against their wills, their words are used in propaganda to defame Dafa and mislead other people. One incentive used by Jiang Zemin's regime is to reward police officers with 1000 Yuan [Yuan is the Chinese currency. The monthly salary for an average Chinese urban worker is about 500 Yuan] for each practitioner they "reform." Under such instigation, some police officers exhibit heartless and inhuman behaviour.

Mr. Li Xupeng was detained at the Fifth Brigade. He has remained firm in Falun Gong and has never given up his beliefs. Police officers extended his internment by ten months, and then sent him to the "Intensive Reform" building for further persecution. When Li sent an appeal letter, the management office detained it. The mail drop for appeal letters is just for show. Police officers who break the laws are not reported or held accountable for their actions.

Dafa practitioner Mr. Zhang Xiangyu wrote approximately 20 appeal letters, but none of them were delivered. On March 2003, his term was extended by ten months. Deprived of his basic rights, he suffered greatly both mentally and physically. When Zhang Xiangyu asked Zhang Fuchao, the head of the Management Section to deliver letters to higher authorities, Zhang Fuchao simply threw the letters on the ground.

Mr. Bai Shaohua lives at the Huanan Forestry Bureau of Jiamusi City and is a graduate of the People's University. For his firm belief in Falun Gong, he was monitored in his home and later detained at the Tuanhe Forced Labour Camp for two years and four months. To protest the persecution, Bai Shaohua went on a hunger strike for over 100 days. Eventually, he was sent to a hospital where he had to rely on albumin to survive. In November 2002, he was transferred to Tuanhe and was kept in isolation. He is currently detained in the Second Brigade of Tuanhe.
