In early April or May of 2003, forty-year-old Ms. Huang Guirong was brutally tortured and then transported on a stretcher to the Prisoners' Hospital of Dabei Prison. It was diagnosed that even if her life could be saved she would remain handicapped. She was instructed by Dabei Prison authorities to sign consent for an operation. She refused and demanded that her family members be informed about her condition. (Normally hospital rules require the written consent of the patient's family members). Because the prison authorities did not inform her family of the situation, the operation did not proceed. On the contrary, they dispatched two people to watch her day and night so that she would not be able to contact her own family or to talk to anyone else.
Ms. Huang, who was originally from Shenyang, Liaoning Province, was illegally sentenced to jail because of her practise of Falun Gong. To encourage the persecution of Falun Gong practitioners and to increase the rate of Falun Gong practitioners renouncing their belief, Dabei Prison has set up a rule that states "converting Falun Gong practitioners will be rewarded with reduced prison terms." As a result, the prisoners there frequently torture Falun Gong practitioners.
Because Ms. Huang refused to write the "three pledges" to give up her belief or to denounce Falun Gong, the police in Dabei Prison instructed the prisoners to torture her. It is suspected that the criminal inmates pushed her down the stairs, resulting in her serious condition. Still she is being watched by two prisoners day and night. Her daily sustenance consists of cabbage soup. Furthermore, nobody else is allowed to give her any other food. Despite her physical condition, two prisoners frequently curse and beat her.
One morning, Huang Guirong said that Falun Dafa is good. She was immediately slapped by the two prisoners who were watching her, then they used a quilt to cover her head and attempted to suffocate her. Later, a doctor from the Prisoners' Hospital came to inform the prison of such incident. Fearing that their crimes would be exposed, the prison's authorities secretly moved Ms. Huang to an undisclosed location. The prisoner who tortured Ms. Huang most frequently is named Fu Dianjuan. Fu was sentenced to ten years for fraud, but now her term has been reduced because of her "accomplishments" in persecuting Falun Gong practitioners.
A policewoman named Wang Ying from Dalian Detention Centre frequently carries out orders to persecute practitioners. No matter how severely ill a practitioner in the detention centre is, she always tries to send him or her to Dabei Prison for intensified persecution. Qu Meie was one of her victims. Wang attempted to move Qu to Dabei Prison on two occasions, but due to a serious heart condition, Qu was rejected on both occasions. Wang Ying then sent her to the Prisoners' Hospital nearby.
As a result of the brutal persecution in the Dalian Detention Centre, Qu Meie's body weight has been reduced from 132 lbs to 88 lbs.
