Open Letter to Chinese Delegates from World Organisation to Investigate the Persecution of Falun Gong (WOIPFG)

The “World Organization to Investigate the Persecution of Falun Gong” (WOIPFG) is an international investigative organization formed in the United States in January of 2003. The organization has branches in North America, Europe, Asia and Australia. The mission of the organization is to perform full-scale investigations both inside and outside of China on all relevant organizations and individuals who have participated in the persecution of Falun Gong, collect evidence of the persecution, and work closely with governments and relevant organizations all over the world to establish a “Special International Tribunal on the Persecution of Falun Gong,” which will initiate and hold a comprehensive, historic trial against criminals who have committed the most serious and the most widespread, genocidal persecution in the history of humankind.

Since the founding of our organization, we have received a large amount of informant letters from Mainland China on a daily basis. Many of them are letters and feedback from high-ranking officials in the Chinese government. The letters clearly express the disgust and opposition that a vast number of Chinese government officials and citizens feel toward this persecution, and their wishes to work with our organization to end the persecution soon. Based on these letters and the information that they provided, our investigators all over the world (including inside of Mainland China) have performed a large amount of detailed work based on many sources. We have published close to 100 reports and notices of investigations of all kinds (for details, go to our website: www.upholdjustice.org). We have submitted the results of some reports to the relevant organizations in the United Nations, as well as relevant Ministries of Security, Ministries of Justice, Police Departments, Immigration Departments and Customs Departments of different countries, as well as their embassies to China.

Through our investigation, we find that this persecution in China against hundreds of millions of people who practice Falun Gong was completely due to the personal jealousy and vendetta of the former president of China, Jiang Zemin. Jiang ordered the formation of the “610 Office,” which has complete control over all affairs that have to do with Falun Gong. It has its own separate system and has become an enforcement agency under Jiang Zemins’ personal control, which he uses to persecute Falun Gong. Jiang Zemin himself and the “610 Office” should take most of the responsibility in the widespread crimes against humanity committed by criminals during the persecution of Falun Gong, including murdering Falun Gong practitioners, torture that has led to injuries and permanent physical handicaps, sending Falun Gong practitioners to detention centers and labor camps arbitrarily, and imposing large fines on them. Jiang Zemin has ignored the welfare of the country and its people, and used large amount of China’s financial resources to initiate and maintain the systematic, comprehensive, and genocidal persecution against Falun Gong (for details, see the report “Jiang and His Followers Use a Large Amount of Revenue from the National Treasury to Persecute Falun Gong”). He has caused severe damage to China in many ways, including politically, economically and socially. He has pushed China and the Chinese people to the edge of an abyss. From an international perspective, because of this groundless persecution, the human rights record in China has slid backwards. As a result, China has been the subject of condemnation from countries all over the world, which has greatly damaged China’s image in the international community.
In order to help you gain a complete understanding of Jiang Zemin and the persecution against Falun Gong, we are enclosing part 1 of a report that we released on January 30, 2004 as a reference to you. The title of the report is “An Investigative Report on Jiang Zemin’s Crimes of Genocide in the Persecution of Falun Gong.” The title of the 1st part of the report is “The persecution of Falun Gong is a deliberate crime of genocide based on Jiang Zemin’s personal will.” We hope that you will show your moral courage, uphold justice, and take actions that fall under your responsibilities to end the persecution against Falun Gong and help us bring Jiang to justice.

Our organization will publish the remaining 9 parts of the report. Part 2 is entitled “Jiang Zemin committed crimes of genocide against Falun Gong by systematically exploiting the state apparatus and power.” Part 3 is entitled “Jiang Zemin committed the crimes of genocide by torturing Falun Gong practitioners mentally in an attempt to extinguish their beliefs.” Part 4 is entitled “Jiang Zemin committed the crimes of genocide by carrying out the policy of ‘destroying Falun Gong practitioners physically.’” Part 5 is entitled “Jiang Zemin committed the crimes of genocide and enslavement by inflicting forced labor, torture and enslavement upon Falun Gong practitioners in labor camps.” Part 6 is entitled “Jiang Zemin committed the crimes of genocide against Falun Gong practitioners in the form of rape, sexual abuse, forced abortions, and violence against children.” Part 7 is entitled “Jiang Zemin committed the crimes of genocide against Falun Gong practitioners by openly extorting from Falun Gong practitioners (deliberately inflicting on the group conditions of life calculated to bring about its physical destruction in whole or in part).” Part 8 is entitled “Exporting the persecution of Falun Gong overseas (through its overseas media, embassies and consulates, and some foreign governments and private companies).” Part 9 is entitled “Jiang Zemin committed the crimes of genocide against Falun Gong practitioners as he practiced dictatorship.” Part 10 is entitled “The genocide of Falun Gong practitioners is in essence the destruction of humanity’s morality and conscience.”

At this time, due to the abovementioned crimes that he has committed, Jiang Zemin has been sued in many countries all over the world (please see the enclosed documents). In September of 2003 and January of 2004, WOIPFG and the Canadian Falun Dafa Association submitted to the Canadian Royal Mounted Police a list of names of 45 people who have initiated and actively participated in the persecution of Falun Gong, as well as evidence of the crimes that they have committed. The 45 people include Jiang Zemin, Li Lanqing, Luo Gan, Liu Jing, Zhou Yongkang, among others. The Canadian Royal Mounted Police has accepted the list of names and the evidence. It has been verified that they have already added the situation of Falun Gong being persecuted in China into their official record and included it in Canada's Crimes against Humanity and War Crimes Program. If any individual who is suspected to have participated in the persecution of Falun Gong enters Canada, the Canadian police will immediately open an investigation and can take action against the said individual. On March 9, 2004, WOIPFG and Friends of Falun Gong submitted a list of names of 102 Chinese government officials, including Jiang Zemin, who should take most of the responsibility in the persecution of Falun Gong, and asked the U.S. government to bar them from entering the United States.
