Forty eight year old Dafa practitioner Ms. Duan Qingfang, 48, lived in Haiyang City, Shandong Province. Beginning in February 2001, she was transferred between Haiyang City Detention Centre, brainwashing classes and later the Wangcun Labour Camp, where she was tortured to near death. She passed away in February 2002 soon after being released from the labour camp.

In September 2000, Ms. Duan Qingfang and fellow practitioners were arrested when distributing Falun Gong truth clarification materials. They were taken to the Guocheng Town Police Station. During detention there, the police handcuffed them and paraded them in the streets in the rain to humiliate them. The police forced these practitioners to kneel on the ground at each place they went. If the practitioners refused to kneel, the police would kick them to the ground. In the evening, the police handcuffed Ms. Duan Qingfang outdoors in the rain. The torture lasted about a week before they were released.

Other perpetrators, from Haiyang City "610 Office," began arresting Falun Gong practitioners on February 7, 2001. Ms. Duan Qingfang was abducted again and sent to the Haiyang Detention Centre, where she was held for a month. She was then transferred to the Haiyang Brainwashing Class, where she was savagely tortured. She was hung up in a dark room, where swarms of mosquitoes attacked her. Eight months later, Ms. Duan Qingfang and several of the other determined Dafa practitioners were sent to the Wangcun Labour Camp, where Ms. Duan Qingfang was tortured to the brink of death. She was released after four months but soon passed away in February 2002.

Perpetrators from Haiyang City "610 Office" include Yu Zhenggao, Wang Wenjie, Xu Dongsheng and Xiao Wenbin. Last year these people participated in the persecution of Dafa practitioners. The persecutors extorted 1,000, 5,000 or 6,000 Yuan respectively from Dafa practitioners.

The perpetrators were afraid of being exposed and changed their mobile phone numbers after committing these crimes.
