It has been reported that the 610 office and police have begun to initiate a new national campaign, based on instructions from the highest authorities.
On the evening of September 29, 2001, members of the 610 office (an agency specifically created to persecute Falun Gong, with absolute power over each level of administration in the Party and all other political and judiciary systems) and police called for a meeting of managers and security officers at all administration levels. The attendees were asked to sign on documents promising that they would not allow practitioners from their unit to go to Beijing to appeal. The units would be fined 20,000 Yuan for each Falun Gong practitioner caught going to Beijing. The decision was then immediately sent to all townships that night.
As a result, managers have begun to screened the lists of practitioners and put them under surveillance, or even broke into their homes to check on their whereabouts during the night. Some were forcibly sent to brainwashing classes.
The new campaign was begun in Hebei City in response to the increase in materials distributed by Falun Gong practitioners clarifying the truth about the persecution. Falun Gong banners were also hung from an ancient pagoda.
