Tumuji is a sparsely populated and poor farming area in the Inner Mongolia Autonomous Region. The inhabitants are mainly relatives of policemen. The Tumuji Forced Labour Camp is located in Zhate Banner, Xingan League, (Inner Mongolia Autonomous Region.) Since July 1999, there have been 11 confirmed deaths of Falun Gong practitioners due to persecution in Inner Mongolia, including Ms. Meng Guiying of Manzhouli City, who was tortured to death by police in the Public Security Department of Manzhouli on January 24, 2003. The following case tells how Dafa practitioner, Ms. Li Xiaqiu suffered a mental breakdown as a result of being brutally tortured.
Li Xiaqiu is a beautiful and kind girl. She lived in Manzhouli City, Inner Mongolia Autonomous Region. She was detained at the Tumuji Forced Labour Camp because she practised Falun Gong. In the beginning of 2001, news continuously came out of the Tumuji labour camp about how practitioners who didn't give up practising Falun Gong were tortured and injured in the female brigade. Police blocked the news and the abuse continued, so 71 practitioners being detained held a collective hunger strike, to demand that the persecution against them be ended. The labour camp did not respond positively to their protest. Their hunger strike was brutally suppressed, and the entire police force in the labour camp was mobilized in this effort The female brigade was full of police under order to apply "strict management" rules against Falun Gong practitioners, which meant that several police were with each practitioner in order to suppress them. Groups of police used electric batons to shock practitioners, slapped their faces, punched and kicked them, deprived them of sleep, forced them to run laps until physically exhausted and subjected individuals to beatings by groups of police. They tried to force Ms. Li Xiaqiu to sign a guarantee to eat food, but she refused. Police then used electric batons to shock her, screamed at her and gang-beat her.
Li Xiaqiu suffered a headache every day following the abuse. Her face became swollen and she could not sleep at night. During the day, policewoman Wang Guirong led some policemen to drag Li Xiaqiu from her bed to the floor, and kicked and yelled at Li. The police said, "There haven't been so many practitioners holding a hunger strike. Beijing knows it, and the entire world knows it. Someone posted it on the Internet." The police blamed Li Xiaqiu for taking the lead on this act and punished her by adding three months to her term. Li Xiaqiu wrote a letter asking them to reconsider the decision. In response, police in the brigade took her to their office to threaten her. To this day, no one knows if Li Xiaqiu's letter was ever sent to the procuratorate of Inner Mongolia Autonomous Region or not. Li Xiaqiu was getting weaker. She had difficulty walking. Her pulse was less than 50 beats per minute. She often spat out mouthfuls of blood, had a very bad headache, and her entire body was swollen. Sometimes, she faded in and out of consciousness. But her suffering didn't end there. Policewomen Luo Jinfang, Na Renhua, Yang Jie, and LiuXX forced her to do labour. They dragged her out every day. While others worked in the field, Li Xiaqiu could only lie there, exposed to the wind and baking sun, with bugs crawling over her. She could not eat anything. Police and a nurse named Li force-fed her. Given Li Xiaqiu's health condition, it was medically irresponsible to do this force-feeding. However, the authorities used this force-feeding as a form of torture, and ignored Li Xiaqiu's weak moans of pain.
In the face of persecution and torture, Li Xiaqiu asked to talk with the heads of the labour camp. Police in the brigade would not allow it, and claimed that Li was pretending to have health problems. Finally, they had to send Li to a hospital for an examination but they concealed it and did not report the results. According to one doctor, considering that Li Xiaqiu was only in her thirties, her hypertension was very serious. Her heart also developed serious problems making it impossible in the future for her to care for herself or be able to stand or walk without assistance. According to the labour camp regulations, someone with a health condition like hers should have been given medical parole and sent home for treatment. Li Xiaqiu is not a criminal, but she suffered in this evil place for over two years. They did not release her until she suffered a mental breakdown from the torture and her weakened physical condition. Her current situation is unknown. Li Xiaqiu is not the only Falun Dafa practitioner that is tortured in the Tumuji Forced Labour Camp.
