Under the lead of gangsters Zhao Wenguang and Xie Jinqiao in Huanghua County, Hebei Province, Shi Jinzhu and his fellows brutally persecuted Falun Gong practitioners. Practitioners Wu Xiuguang, Wang Hui, Li Hongying and Wu Fengmin were excruciatingly tortured. All of the detained practitioners suffered physical punishment and beatings. Six female practitioners, including Shi Chuanfeng, Wu Xiuguang and Cheng Xiumei, were pulled by heavy shackles and pushed outside to be beaten by the male criminals. Male practitioners Song Hongzhang, Li Jiaqi and Han Huanwang were cruelly beaten almost every day. As long as they refused to write the "guarantee statement," they would be illegally detained for unlimited terms.
During the tortures, two practitioners were sentenced to jail, 26 practitioners were sent to forced labour camps, more than one hundred practitioners were detained and fined. The total of the fines was about 300,000 Yuan. Practitioner Liu Donglin and Li Wenjun were supposed to be released from forced labour camp because they were sick. However, they were again illegally detained for more than 4 months by the Huanghua Police Department and fined 5,000 Yuan. More than 20 practitioners in Luuqiao County were illegally detained for 15 days and each of them were fined 5,000 Yuan. If they couldn't pay the money, they would be transferred to penal detention. They handed in the money and were released, but they were put under house arrest by the Luuqiao County government and each of them was fined 3,000 Yuan. These practitioners were under house arrest for one month and the longest term was 40 days.
The gangsters often broke into their homes and monitored their everyday lives. On June 23, 2001, practitioner Sun Zhengzhuang was illegally kidnapped and sent to the Luuqiao County government office. The villagers had a sense of justice and were exasperated. Even those who were not practitioners wanted to go to Beijing to appeal. Under the persecution by the vile persons who simply ignored the law and civil rights, many families were fined and had heavy debts. Many of the families were broken up and they had to live in exile. The Huanghua County, police received rewards from their supervisors because they brutally persecuted practitioners. The bloody crimes they have committed were too many to be written down.
