Wang Chengbiao Subject to Weeks of Sleep Deprivation

On December 31, 2003 Falun Dafa practitioner Wang Chengbiao from Shijiazhuang City, Hebei Province he was sentenced to forced labour education. While he was detained in the Luquan Detention Centre, authorities from Hebei Province's "610 Office" organized a group of collaborators (1) who were unsuccessful at coercing him to renounce his belief.

The 202 team was formed to persecute practitioners when the first group of men who practise Falun Gong were sent there. The team consists of nine policemen. They interact with practitioners using different methods such as using outright violence or trying persuasive techniques. Whenever practitioners went on hunger or work strikes in response to these perpetrators actions, they would resort to using torture in retaliation.

Wang Chengbiao was put through an extended period of sleep deprivation when he first arrived in the No. 202 team. Those in charge of the team forced him to keep in a squatting posture for extended periods, even when he was eating, and refused to allow him to go to the toliet. Meanwhile, they organized a group of collaborators (1) to try to coerce him into renouncing his belief. Sometimes, this kind of torture would last for over 50 days. Due to its long term application, it can be much more systematically traumatizing than physical torture which lasts for a shorter period of time.

The first time Wang was persecuted this way was to be deprived of sleep for 9 days straight. After being allowed to sleep for some time, the sleep deprivation tactic was repeated for another 7 days. When he was experiencing this on Chinese New Year, he was given one day's rest on the New Year's Day, and then the following day he was again subjected to long term sleep deprivation. The police let him sleep once every 4-5 days. That was their strategy to destroy practitioners' mental and physical states. The authorities would deprive practitioners of sleep for several days then allow a short period of sleep, then make practitioners endure even longer periods of sleep deprivation. This form of torture lasted for over 40 days. Later, Wang Chengbiao was isolated and under "strict control" conditions, during which time he was only permitted to sleep between the hours of 2:00 AM to 5:30 AM daily and and was kept in solitary confinement.

Wang Chengbiao became completely debilitated after being subjected to extended periods of sleep deprivation. Now all his toes have lost feeling, and one leg cannot be lifted while the other leg is very weak. He also has high blood pressure and his life is in danger. The authorities have refused to release him on medical parole so he can obtain medical treatment.

Wang Chengbioa has been formally put under arrest. The charges include "broadcasting Falun Dafa programmes in Xingtai City." He has been scheduled to be tried in Xingtai at a later date.
