Falun Dafa practitioner Lu Huiyi's husband, Li Junqing, a non-practitioner, was arrested in Yanji on July 13, 2002 for possession of Falun Gong truth clarification material. It is believed that he died from torture on December 17, 2002.

Mr. Li Junqing was born in May 1947. He worked at the Xiaolongtan Electric Plant for Kaiyuan City's Electricity Bureau in Yunnan Province. He read the book "Zhuan Falun" but didn't practise Falun Gong.

On July 13, 2002, Li Junqing travelled to Yanji alone. The local police found Falun Gong truth clarification materials on him, so they arrested him. In October 2002, Lu Huiyi received a phone call from her husband, who was being held at the Yinmahe Forced Labour Camp in Changchun City. The phone call lasted about three minutes and Li Junqing said he would return home around the Chinese New Year in February 2003. On December 17, 2002, the Party secretary and head of the Security Section from Li Junqing's work unit went to his home and asked Lu Huiyi if she wanted to go to her hometown. They offered her a ride.

Ten minutes later, the authorities from the Yinmahe Forced Labour Camp called Lu Huiyi to tell her, "Li Junqing had diabetes and was sick for four days. He was sent to a hospital but the doctors couldn't revive him. He passed away at around 4:00 a.m. on December 17, 2002." The truth is Li Junqing never had diabetes in his life. Lu Huiyi's son and Li Junqing's brother went to the labour camp to pick up Li Junqing's ashes. The labour camp didn't issue a death certificate.

Li Junqing was sent to a labuor camp simply because he had Falun Gong literature, and died mysteriously.

Following are details about the deceased's wife:

Lu Huiyi started practising Falun Gong in 1997. In January 2001 they sentenced her to one-and-a-half years of forced labour for distributing truth clarification materials. She was released in September 2002. When she returned home, there was no food, and her colleagues sent her food. Her supervisor went to these colleagues and warned them not to visit or contact Lu Huiyi, or he would reduce their salary. The perpetrators constantly monitored Lu Huiyi after her release. She had to report to the workplace's guard room in the morning and at night each day, in exchange for payment of 100 Yuan [about $12.5 USD] a month. The staff from the local "610 Office" also harassed her family. Because Lu Huiyi persisted in Falun Gong practice, her work place stopped paying her even the meagre 100 Yuan.
