On the 5th of November, 2004, for the first time, Chile's military acknowledged responsibility for human rights crimes during Pinochet's rule from 1973 to 1990.
According to official documents, during Pinochet's 17-year military dictatorship, 3190 people were killed for political reasons, and tens of thousands of people were jailed or exiled. Before the document was published, however, the military and its leader Pinochet rejected responsibility for crimes against human rights, claiming each crime to be a personal act.
Juan Emilio Cheyre, Chile's incumbent commander-in-chief, published the document in preparation for a report on the Pinochet military government's record of illegal arrest and torture, which includes testimony from more than 30,000 victims.
Let us change our focus to China and a genocidal campaign against Falun Gong practitioners launched by the Chinese dictator Jiang Zemin and his regime. According to this regime's confidential orders, "Beating them to death is counted as suicide, there is no need for their families to identify the bodies, and cremate them directly," a state of affairs even more startling then that enacted by Pinochet has existed in China for over five years. This ongoing persecution has resulted in over 1,100 confirmed deaths. According to internal statistics generated by Chinese officials, the death toll at the end of 2001 had actually reached 1600. As many as 100 different types of torture have been documented.
According to recent news from internal sources in China, because of the nonstop exposure of his shameless lies and horrific atrocities and the continuing worldwide effort to bring Jiang Zemin to trial, the prime culprit, Jiang, planned to sacrifice a group of policemen as "scapegoats," claiming, as did Pinochet, that they were "personal acts." Are these "different tunes rendered with equal skill"?
After World War II, the Nazi war criminals responsible for atrocities were not able to escape justice and punishment. After the "Cultural Revolution" in China, none of the "celebrities" escaped punishment. Just as Cheyre, Chile's incumbent commander-in-chief, put it, "Can the political situation be an excuse for human rights crimes? My only answer is 'no.'"
For those who follow dictators and commit crimes, they are destined for miserable endings. Those thugs and criminal accomplices in China who have betrayed their consciences and cruelly persecuted Falun Gong practitioners because they were "carrying out orders from higher authorities" to obtain petty gains, have really "sold their souls to the devil." The phrase "personal acts" is already on the tip of Jiang's tongue. How can the thugs who served Jiang Zemin respond?
From the start, all of Jiang's orders for persecuting Falun Gong practitioners were relayed by word of mouth. Even if there were written documents, they were classified as "confidential" or repossessed after they were transmitted. Later on an agency the "6-10 Office" specifically created to persecute Falun Gong, with absolute power over each level of administration in the Party and all other political and judiciary systems were required to destroy relevant documents to eradicate any criminal evidence. Obviously, Jiang is aware that his acts are not fit to be seen or revealed and are completely against the Chinese constitution and laws. How can the bloody and brutal facts of the past five years be hidden? Who can cover up tens of thousands of victims? Who can so boldly deny the shameless lies broadcast to the whole world? The whole world will focus on China.
For years, Falun Gong practitioners have persisted in exposing the persecution and collecting and organising evidence of the crimes of Jiang's regime. Fawanghuihui, an organisation that has been paying close attention to Jiang's persecution of Falun Gong, submitted two copies of their report to the United Nations High Commissioner for Human Rights on the 20th of March, 2003. The reports include a list of 11,000 names of personnel involved in the persecution, from "6-10 Offices" to police stations and other offices. It also includes details of their crimes and a list of names of about 20,000 victims and facts about the persecution. Moreover, international organisations like the "World Organisation to Investigate the Persecution of Falun Gong" and the "Global Coalition to Bring Jiang to Justice" were set up one after the other. They have been actively operating and have spurred one round after another of legal actions against Jiang and his regime. Although Jiang's red terror swept across the entire nation, people with high ideals in every endeavour in China have helped to collect criminal evidence against his regime for legal purposes.
The compassionate will be rewarded with good, while the evil will face karmic retribution. Whoever uses his power to cruelly kill people will be brought to justice.
