Mr. Yang Boliang, a 46-year-old pedicab operator, is a resident of Hongtoushan Town, Fuxun City, Liaoning Province. On August 18th, 2004, he was arrested. He was subjected to cruel torture at the hands of Hao Jianguang, the 1st Division Chief of the Fuxun Police Bureau; Section Chief Liu; Guan Yong and Zhang Bin. Mr. Boling was later sentenced to three years in a forced labour camp and is now illegally imprisoned in the Fuxun City Forced Labour Camp.
On the morning of August 18th, 2004, a man in his forties hired Yang's pedicab and told him to go to the local township government. The man asked Yang to stop about 10 meters from the building. Six men approached Yang and dragged him out of his cab. Without showing any ID, they handcuffed Yang and pushed him into a car. The seat of Yang's cab was also damaged.
Yang asked them who they were. They told him they were police. "Why arrest me? I didn't do anything against the law," Yang said. The police responded, "Arrest you? We will also beat you up. What can you do?" They began to punch him in the head. Yang told them, "Assaulting people is against law." They laughed, "We'll beat you up and then you can seek justice from Jiang Zemin. Beating you up is just taking it easy! Wait until you are with the 1st Division of the Fuxun Police Department. They will kill you!"
They took Yang to the 1st Division of the Fuxun Police Department around lunchtime. All of Yang's personal belongings, including 470 yuan in cash and a cellular phone, were confiscated. No receipt was issued.
The police tied Yang's handcuffs and shackles to the radiator for about 24 hours. During that time, 1st Division Chief Hao Jianguang interrogated Yang and ordered him to confess. Yang told him he didn't do anything wrong and there was nothing to confess. Hao threatened him, "We will let you go if you confess, otherwise you will suffer physically." "I didn't violate any law. I was imprisoned for over 24 hours. It's time to let me go," Yang told him.
Yang wasn't released. Instead, he was tortured with his hands cuffed behind him. Yang told them, "It is against the law for police to torture people."
Section Chief Liu, police officer Guan Yong, Zhang Bin and a total of seven to eight people held Yang on the ground and spread his legs so far apart that they formed an over 180-degree angle. Yang passed out from the severe pain. He was on the ground for the entire afternoon and couldn't stand up due to the pain. Guan Yong kicked Mr. Yang all over his body while he was still on the ground.
Noticing Mr. Yang was on the floor, Hao Jianguang said, "Don't try to fool me." Yang said, "It was those who work for you that did it." Hao retorted, "I don't see any injuries." "You don't want to acknowledge it even when you see the facts," Yang replied.
Because of the severe pain in his legs, Yang couldn't stand up and remained on the floor for another evening. He was wearing handcuffs and shackles the entire time.
On the morning of August 20, under orders from Hao Jianguang, Guan Yong and others interrogated Mr. Yang again. Yang told them, "You don't follow the law! I don't want to answer any of your questions!"
They beat Yang's head with a wooden club until the club broken into several pieces. They also whipped his head and body with a belt and electrical wires. They eventually used a bench to attack his head and body.
Yang's head were covered with blood, swollen lumps, and open wounds. One of his ears was swollen. His left arm was hurt badly and had turned a dark purple. His shirt was torn to shreds. The police sent Yang, who had wounds all over his body, to the first penitentiary, where Mr. Yang was again violently tortured. He felt nauseous and dizzy, his limbs were numb, and his entire body was shaking. He eventually lost consciousness.
Yang was sent to a hospital by ambulance. His blood pressure was 80/60. The doctor gave him a shot and sent him back to the penitentiary. Over the following ten days, Yang continued to feel dizzy and lost the hearing in his right ear, his limbs were numb, and his perineum area was swollen and dark purple.
Later, Mr. Yang Boliang was illegally sentenced to three years in a forced labour camp. He is now imprisoned in the Fuxun City Forced Labour Camp.
