In February 2002, Ms. Wu Shufang was detained in the Harbin City Women's Prison for a criminal offence that she did not commit. There, she met some Falun Dafa practitioners and learned Falun Dafa.
Once Wu Shufang began to practise Falun Dafa, she was put under "close surveillance" by the prison authorities and was watched around the clock by a 5-inmate team assigned to her. She has no human rights whatsoever - she is not allowed to talk to practitioners, to sit on the bed, to close her eyes, and she is followed everywhere, including when going to the toilet.
Ms. Wu's case was still under investigation while her family members were appealing her wrongful accusation. But when her lawyer learned that she was practising Falun Gong, he told her family members that she was not allowed to appeal because of it. This is totally against the code of law, which states clearly that all prisoners have three basic rights: the right to appeal, the right to see visitors, and the right to maintain their good health. But as long as Ms. Wu practises Falun Gong and insists on following "Truthfulness, Compassion, and Forbearance," all her rights are taken away.
Over a period of more than one year since September 2002, the Harbin Women's Prison forbade Ms. Wu from seeing any visitors or making any phone calls. They also withheld all her mail. They kept her in prison over three years. Normally, a person serving a three-year term will receive one to one and a half years of term reduction. Ms. Wu, however, has served more than one year of extra time due to her practice of Falun Gong.
Because they deprived Wu Shufang of her rights to see visitors, make phone calls and receive mail, a criminal Wen Cui had the opportunity to con Ms. Wu's family of goods, saying that she was getting them for Ms. Wu. When Wu Shufang found this out on October 30, 2003, she wrote a report to the head of the guards, Cui Hongmei. Rather than punishing Wen Cui, Cui Hongmei promoted her to become a key member of the group that helps persecute Dafa practitioners.
