Dr. Li Huiyun was an associate professor at Hebei Technology University. She was severely persecuted because of her practice of Falun Gong at a brainwashing centre in Hebei Province and also at Shijiazhuang Forced Labour Camp, where she developed symptoms of mental disorder. Only a few months after her release from the forced labour camp, she was again sent to a hospital to be treated for the mental disorder.
Dr. Li Huiyun, 42 years old, was an associate professor at the College of Mechanical Science and Engineering at the Hebei Technology University.
After July 20th, 1999, Dr. Li suffered long-term persecution by officials of the Hebei Technology University. This persecution included sending her to a brainwashing centre, forcing her to write a Guarantee Statement1, firing her from her job, refusing to let her leave the country to attend academic conferences, forbidding her from travelling to Hong Kong, refusing to let her give lectures and forcing her to work as a janitor.
In late 2003, Hebei Technology University officials fabricated the charge of "serious academic failure" to escalate the persecution against her. Dr. Li went to see the Party Secretary of the University, Wang Yinyin, several times. She talked about her situation, the facts about Falun Gong, and requested the resumption of her basic rights.
She also wrote a legal document, "a Plea Concerning the Fabricated Academic Failure of Dr. Li Huiyun at Hebei Technology University". Instead of looking into her case, Wang Yinyin intensified the persecution against her even more. On February 24th, 2004, both Dr. Li and her husband Mr. Song Hongshui were again taken to the "Hebei Law Education Training Centre" for brainwashing.
In the brainwashing centre, Dr. Li was physically tortured and mentally tormented. She was deprived of sleep for several days, burnt with a cigarette, struck on the head, and verbally abused. She eventually suffered a mental collapse. On August 10th, 2004, Dr. Li was sent to a mental hospital. After one and a half months, she was then transferred to Division 5 at the Shijiazhuang Forced Labour Camp for two years. Due to the intense pressure at the labour camp, she was sent to a mental hospital again in October, 2005.
The perpetrators at the Hebei Technology University terminated her salary the day they sent her to the brainwashing centre. They then proceeded to fire her on December 1st, 2004. At the same time, they escalated the persecution of her husband.
Mr. Song Hongshui, 42 years old, is Professor Li Huiyun's husband. Mr. Song worked at a Party organisation at the College of Information Sciences & Engineering. Mr. Song was persecuted in various ways for practising Falun Gong. He was ordered to write a Guarantee Statement, his salary and bonus were reduced, and he was demoted to the position of gardener.
On February 24th, 2004, Mr. Song was abducted along with his wife and sent to a brainwashing centre, where he was tortured physically and mentally. After his release, university officials fired him and suspended his salary because he refused to write a Guarantee Statement.
Mr. Song can only provide for his middle-school-aged son with his savings and help from his family and friends. Their situation is difficult. Mr. Song had found leaders from different levels of the university and requested the resumption of his job and salary, but they refused to deal with him because Mr. Song had refused to write a Guarantee Statement.
Appendix:
A Plea Concerning the Fabricated Academic Failure of Dr. Li Huiyun at Hebei Technology University

Plaintiff Statement:
My name is Li Huiyun. I am an associate professor at the College of Mechanical Science & Engineering. I was mentioned in the September 9th, 2003, Notice (See Attachment 1) stamped with the seal of the Office of Academic Affairs, Hebei Technology University.
1.The academic failure incident described in the Attachment 1 is a sham
Attachment 1 describes:
(1) Li Huiyun, a teacher at the College of Mechanical Science
(2) Who is responsible for teaching the Manufacture & Engineering course to Grade 2000 Class 3 and Class 4 this term.
(3) Without the permission of the College and related Departments
(4) She cancelled the course twice--on September 8th and September 10th--for no reason.
(5) This has caused an extremely bad influence.
(6) According to the "regulation concerning academic failure, incident acknowledgement, and treatment,"
(7) This kind of behaviour is defined as an academic incident. This is the purpose of this notice.
The description is not true in the following points:
(1) My name is Li Huiyun, not Li Huiyun. (Translator's note: The Chinese characters are different but the Pinyin spelling is the same.) (See the copy of my identity card.)
(2) My classes are "Class 3 and Class 4, Grade 2000, Mechanical Science Department," not "Class 3 and Class 4, Grade 2000, Manufacture Department." There is no "Class 3 and Class 4, Grade 2000, Manufacture Department" nor are there any courses in "Manufacture and Engineering." The secretary of the Mechanical Science College, Mr. Li Hongyan, can testify to this.
(3) If the situation was "without the permission of the College and related Departments," why did Mr. Chen Zhengyu teach the class on that day? Was it because he wanted to teach the course or because someone had arranged for him to do so?
(4) The classes on September 8th and September 10th were not cancelled. I went to the class on September 8, but someone had already arranged for Mr. Chen Zhengyu to teach my class. On September 10th, the situation was the same. Afterward, I asked Mr. Chen, and he said that the Director of the Teaching and Research Office made the arrangements.
(5) Mr. Chen went to the class on time.(This can be verified by Mr. Chen and the students.) How could it be an "extremely bad influence?"
(6) According to Article 8 of the "regulation concerning academic failure, incident acknowledgement and treatment,"(See Attachment 3) the related departments should define the responsibility on someone (one or more than one person), not a department or a group. In this case, who should be responsible for this "academic incident?"
(7) Thus, based on points 1 to 6, how could this behaviour be defined as an "academic accident?"
2. The Seriousness of This
On the morning of September 23rd, before I knew that this was considered an "academic incident," I found the person in charge, Zhao Dishuen, and told him about the situation. He promised me that he would deal with the case. When I first heard about the academic incident, I called Dean Lu Changfu immediately, and he asked me to find the dean in charge to deal with it.
After that, I checked with Zhao Dishuen no less than a hundred times in the following three months and saw him more than a dozen times. In the beginning, he fixed the responsibility on me and Zhao Wenjie, a clerk at the Office of Academic Affairs, and later shifted it all on me. Later, he found the College of Mechanical Science & Engineering responsible. According to Article 9 of "The regulation of academic failure, incident acknowledgement and treatment:" "Academic failure should be defined by the dean in charge."
During these three months, I constantly dealt with the College and the University officials. In the middle of October, when the official of the Mechanical Science & Engineering College replied to me, "You can file a lawsuit in the court if you like" for the first time, I almost collapsed. Then I went to see the Party Secretary Wang Yingying at Director Yu Shixiao's Party Office. She was not there. I couldn't articulate what I had gone through and felt my body had become very stiff. I could hardly breathe. I sat down, couldn't help myself, and cried. This also got the attention of the University leader who worked on the third floor.
After that day, the official at the Mechanical Science & Engineering College replied to me and said to file a lawsuit in court. Later on, the University published the so-called "Personnel Replacement File." I tried my best to deal with it and even went to see the related leaders in the Education Department and Appointment Office. According to Article 12 of the "Regulation regarding academic failure, incident acknowledgement and treatment:" "As for academic failure, the Personnel Office is in charge of the punishment of the respondent." Even though the leader of the Personnel Office at the Education Department Ju Yuguo had personally called the Director of Personnel Office of the University, Zhao Jianhua, the problem was not resolved.
By December 4th, I still hadn't received my teaching assignment, but the college arranged another course for me: Class Design. I felt the situation was getting better and didn't plan to go any further. I had just began teaching the course on December 19th, but to my surprise, on the morning of December 22nd, the Director of the Teaching and Research Office came to my classroom and told me, "You don't need to teach Class Design anymore." I felt that he was insulting me in front of my students, because he used to insult me in front of other teachers. When I asked him why, he replied, "You're too busy." I said, "But you didn't arrange any other courses for me." He said, "This is to balance the workloads." When I had a chance to check the workload record, I found that I had the lightest workload except for the newcomers. If it was to balance workloads, I should have been assigned more courses, so I reported the situation to the related leaders, hoping for a reasonable settlement. In the afternoon, when I again went to the classroom, another teacher was teaching. It was the same as the "academic failure incident" on September 8th and September 10th.
3. The Losses I Suffered
During these three months, I suffered greatly mentally, and it has affected my physical health as well. The falsified "academic failure incident" has greatly harmed my reputation.
4. The related officers ignored the criminal and civil laws of "Crime of Malfeasance," "Crime of Insult and Slander," and "Crime of Reputation Injury."
