Not long after the work day started on Wednesday, September 6th, 2006, Deputy Secretary Hu Dekui of the Guangshui Administration Office in Hubei Province took Falun Gong practitioner Zhang Pengfei to Xiaogan for a brainwashing session. Mr. Zhang was then transferred to Yingten, Guangshui City. As soon as they reached the city limits, two policemen arrived in a police car and took him to the Hubei Provincial Brainwashing Centre. The centre is located in the back of the remote Wuhan Police Academy. When a concerned practitioner, Peng Ling, searched for Mr. Zhang at the Guangshui office, he was not able to speak to anyone in charge but only to Deputy Secretary Hu Dekui. Mr. Hu said, "The order to apprehend Mr. Zhang came all the way from the top. State officials are not allowed to practise Falun Gong, and because Mr. Zhang is the only one who practises, he must be "transformed1." We didn't really want to do this because we don't have the funds and now we'll have to pay a few thousand yuan2 for his living expenses and send along an official to accompany him."
The matter is still under investigation.
We have been able to ascertain two facts with regard to Mr. Zhang's persecution:
1. The 610 Office and the National Security Office are chiefly responsible for this case. According to Hu Dekui the order came from above. According to other sources, there was talk of having Mr. Zhang arrested as early as two years ago.
2. Hu Dekui, the deputy secretary, used deceptive tricks and participated in the persecution of practitioner Zhang Pengfei. .
At this time, agents of the CCP in Guangshui City continue to persecute practitioners. This particular instance constitutes the seventh time that Mr. Zhang Pengfei has been pulled in by the authorities.
