In the past few years, China has quickly become an organ transplant giant. At the same time, however, it has also ignored the source of transplanted organs, which has led the international community to question the legality of these sources. Under pressure from other countries, similar to the SARS crisis in 2003, the Chinese Medical Department has been forced to acknowledge that illegal organ transplants do exist in China. Yet, they have used every means necessary to cover up the key issues. On November 14th, 2006, at the National Organ Transplant Application and Technology Conference held in Guangzhou City, Vice Minister of Chinese Health Department Huang Jiefu admitted that the majority of the country’s domestic transplanted organs come from executed prisoners. He played tricks as he spoke, trying to divert people’s attention, and to place responsibility onto doctors without professional ethics who perform the transplant surgeries. He consequently covered up three major issues.
1. Illegal Organ Transplant is Led by the Government
The government’s first trick is, "Give up a pawn to save a chariot." Push the responsibility to "black hearted doctors," and claim the illegal organ harvesting is not related to their own actions. The Chinese Communist regime uses "black hearted doctors" as the scapegoat to shirk responsibility and to cover up their crimes.
The international community knows that some executed prisoners’ organs are illegally removed by doctors in the special "execution bus." This kind of bus is specially designed for organ removal and is protected by armed police. "Black hearted doctors" command such convenient vehicles and police smoothly pass through all related procedures. This indicates it is not only the "black hearted doctors" at work. Rather, there is powerful manipulation behind the scenes to sustain the illegal organ transplant system. Those in control behind the scenes are the chief criminals. "Black hearted doctors" are just their pawns.
Located in Shenyang City, the China International Transplantation Network Assistance Centre publicly claimed on its website, "So many transplantation operations are attributed to the support given by the Chinese government. The Supreme Demotic Court, Supreme Demotic Law-officer, Police, Judiciary and Department of Health and Civil Administration have enacted a law together to make sure that organ donations are supported by the government. This is unique in the world." The Oriental Organ Transplantation Centre in Tianjing City stated on its website, "Such a large number of organ transplants are a result of the government's support." Black hearted doctors dare not have the courage to take the credit, and give the credit to the government. The government, directed by the Chinese Communist Party's (CCP’s) distorted logic, has deservingly accepted the credit.
The related law mentioned above refers to "Temporary Regulations for Utilising Death Penalty Prisoners' Bodies or Organs," issued on October 9th, 1984, by the Highest People’s Court, the Highest People’s Procuratorate, Public Safety Ministry, Ministry of Justice, Ministry of Health, and Ministry of Civil Affairs. Article 4 of this document states: "While using death penalty prisoners' bodies or organs we must be careful about the social effect, so it must be kept secret, and conducted within the work unit that uses the bodies or organs. If it is necessary, with approval of the people’s court that has sentenced the death penalty, mobile operating rooms from the health facilities are allowed to drive to the execution site to harvest the organs, but they are not allowed to use Health facility license plates, or wear white medical uniforms. After the organ removals are complete, security guards shall remain at the execution sites."
This temporary regulation was based on a secret document issued by the Chinese Central Military Committee in the 1960s and is the legal safeguard for the doctors who harvest the organs. It is obvious that the Chinese Communist regime controls the whole process behind the scenes. Without CCP support, how could the doctors illegally remove organs from executed prisoners under long-term police protection? The doctors' actions are totally under the support and protection of the Chinese Communist regime.
The Chinese Communist regime will not face the truth, and tries all means to cover up their crimes. The "black hearted doctors" are simply tools used by the Chinese Communist regime to illegally remove organs. China's recent and developing role as the giant in live organ transplants is of course partly due to the black heart doctors efforts, but the regime takes the profits behind the scenes.
The "black hearted doctors" are indeed horribly cruel because the Chinese Communist regime’s dark policy has turned them to the dark side. The regime is the source of their black hearts.
Now that we have established that "black hearted doctors" are scapegoats, this further reveals the regime’s cold blooded nature. After the Cultural Revolution, some police were put to death as scapegoats to protect others behind the scenes who persecuted the senior Chinese Communist officials. Now the Chinese Communist regime again wants to "kill the donkey the moment it leaves the millstone." This is definitely not good news for the "black hearted doctors."
2. Illegal Harvesting of Falun Gong Practitioners’ Organs
Since July 1999, the gang of Jiang Zemin and Luo Gan, using their positions in the Chinese Communist regime, have acted as a substitute for the law, comprehensively persecuting Falun Gong practitioners. Falun Gong practitioners are branded by the Chinese Communist regime as a "class enemy" just because they believe in "Truthfulness, Compassion, Forbearance," and have suffered the most brutal persecution. Since 2000, the Chinese Communist regime has systematically harvested Falun Gong practitioners’ body organs on a large scale, thus resulting in China quickly becoming the foremost international organ transplant centre. Numerous innocent people’s lives have been taken for profit.
On July 6th, 2006, former Canadian MP David Kilgour and international human rights lawyer David Matas released their 49-page "Report into Allegations of Organ Harvesting of Falun Gong Practitioners in China." Their final statement reads, "Based on what we now know, we have come to the regrettable conclusion that the allegations are true. We believe that there has been and continues today to be large scale organ seizures from unwilling Falun Gong practitioners." This report has had a huge impact on the international community. What the report points out is exactly what the Chinese Communist regime wants to hide by all possible means.
Since the 1970’s, the Chinese Communist regime has removed executed prisoners’ organs. This secret became public in the 1990s and a well known fact around the world. The Chinese Communist regime has to put on an act to acknowledge this secret, selecting the least of two evils in its defence, i.e., stating that they are using the bodies of "executed prisoners" for organ harvesting, thereby covering up the harvesting of Falun Gong practitioners’ body organs while they are still alive.
3. The Army Plays an Important Role in the Illegal Organ Harvesting
The army is the management organisation of the illegal organ harvesting in China. The hospitals affiliated with the system of army and martial police have formed one system by themselves and have performed a large number of illegal organ transplants. These hospitals are not managed by the State Council Medical Department, rather they are directly under the General Logistics Department of the People’s Liberation Army. The Chinese army has played a key role in the illegal harvesting of Falun Gong practitioners’ organs and has obtained huge profits from these acts. The Medical Department has now admitted taking organs from its people, attempting to divert people’s attention from the Chinese army’s role in the illegal organ transplant situation.
The Chinese Communist Party always plays the hoodlum, deceiving people from all walks of life. As a result, the only way the truth can be fully know is to allow international investigation teams to enter China and conduct on-the-spot investigations.
