Xu Bin, in her 40s, was a Public Security Commissar in Guangan County before she was promoted for persecuting Falun Dafa practitioners.
Her late husband used to work as a department head for a company in Guangan County, and he used to spend company funds on food, drink, and gambling. One day around noon in 1996 or 1997, while he was out carousing with his thuggish friends, he got so drunk that he was killed in the street; a lorry was making a turn at an intersection in southern Guangan County when a concrete electrical pole the truck was hauling struck him, killing him instantly. Xu and her little girl were left to fend for themselves.
Despite her tragic background, Xu Bin has played a key role in persecuting Dafa practitioners for the Chinese Communist Party. On November 30th, 1999, she worked with He Shibin and the police officers from the First Division of the local Public Security Bureau to kidnap more than 30 practitioners who'd gone to Beijing to appeal for justice for Falun Gong. They detained the practitioners in the Guangan Detention Centre and fabricated false evidence to report to the authorities. With the assistance of the Guangan County 610 Office1, Xu Bin and He Shibing slandered Falun Dafa on the air at the Guangan City TV station.
Later on, feigning kindness, they called practitioners' friends and family members and asked them to come to the detention centre to persuade the practitioners to quit practising Falun Gong, but their plot failed. Therefore, in order to achieve greater impact and political gain, local and military police shoved the more than 30 practitioners who'd been in the detention centre for more than 15 days into six cars. More than ten armed police officers were present, and they trained machine guns on the cars. Several officers rode in the lead vehicle of the motorcade. Officer He Shibing rode triumphantly in the police car, holding a mobile phone to direct the motorcade. The Guangan City Municipal Party Committee had instructed the Guangan City Television Station to make a live report, and they also sent notice to five area government offices, directing them to order all citizens to watch the TV show.
The Falun Dafa practitioners in the cars were fearless; their expressions were peaceful and they waved to the people on the sidewalks. Bystanders were puzzled, and even the police officers were confused. Someone said, "These Falun Gong practitioners aren't at all afraid, they're all smiling!"
The other practitioners and I were driven around and exposed in public. I was next to the leader of the military police and another officer. The military policeman was a classmate from high school, and the other officer was my junior high school schoolmate. They asked me what was going on, and I told them the truth about Falun Gong. They were very sympathetic, but they felt they were unable to help.
The motorcade travelled the main streets of Guangan and then went to the big conference hall, which was already full because every political department had been ordered to send people to participate. The practitioners felt no fear. No one lowered their head. All of them smiled with compassion at the audience. Some audience members said, "The Falun Gong are smiling!" Everyone was shocked, and it took a while for them to calm down.
Officers Zu Bin and He Shibing's faces were severe as they sat on stage. Xu Bin gave her report, threatening the Falun Gong practitioners. Officer He Shibing was so ashamed she flew into a rage as she announced the number of practitioners who'd been arrested.
Among the more than 30 practitioners, 11 of them were returned to detention. They never surrendered and always safeguarded Falun Dafa. Four of them were detained at the meeting, and were sent away two months later. The Procuratorate Bureau sued several practitioners, including myself.
Nonetheless, they couldn't win, and four months later, because the evidence was false, we were all declared not guilty and released.
Several months later, however, the police once again arrested me and several other practitioners. They put us in a forced labour camp, where we were tortured.
Officer Xu Bin was promoted to Deputy Chief of the Guangan Public Security Bureau because of her persecution of Falun Gong. Officer He Shibing was also promoted and rose from a very lowly position to become the Chief of the Security Department as a reward for her role in the persecution.
