Dafa Practitioner Ms. Cao Qiuxiang from Qidong County, Hengyang City, Hunan Province regained her health and became a better person since she started practising Falun Dafa. For this, however, she has been continuously harassed and persecuted by the local government and police.

On December 13th, 1999, utilising her constitutional right to appeal like other Chinese citizens, Cao Qiuxiang went to Beijing to speak out against the unjust treatment of Falun Dafa. She was arrested on the 14th and detained at the Beijing Detention Centre for 37 days.

Zou Liming and Zeng Meiling from Buyunqiao Township of Qidong County brought Cao Qiuxiang back and detained her at the Qidong Detention Centre. On the train back, they searched Ms. Cao and took 270 yuan1 from her. December 26th was a very cold day, yet the policemen forced Cao Qiuxiang and other five practitioners to kneel on the floor wearing only their underwear. Policeman Zhou Daosheng hit their hands with a wooden stick, while the head of the Detention Centre, Liu, hit their feet with a bamboo stick and said: "Who's your teacher? Who told you to make a scene at the mine field? Do you still want to practise [Falun Gong]?" A month later, they transferred Cao Qiuxiang to a jail for five months and extorted 360 yuan from her, declaring that it was for her meals.

In May of 2000, the authorities transferred Cao Qiuxiang to Baimalong Women's Forced Labour Camp in Changsha City. One day in August, the wardens claimed, without any evidence, that Ms. Cao was suffering from high blood pressure. They dragged her from her cell on the third floor to the main floor, and tried to force her to take a drug. Cao Qiuxiang refused. The Group Head, Tang, scolded her: "If you don't take it, you will be handcuffed!" In the end, the wardens force-fed Cao Qiuxiang the drug. Not until September 20th, 2000 was Cao Qiuxiang released from detention. During her year in the forced labour camp, the Department of Politics and Security at the County Police Station extorted 1,000 yuan from her family, and the township government extorted 1,500 yuan.

In May 2001, right after Cao Qiuxiang was released from Buyunqiao, Li Wei, Zou Liming, and several others from the Department of Politics and Security of the Qidong County Police Station came to her home. They questioned her about who posted the Falun Dafa banners on the utility poles, and threatened her not to practise Falun Dafa or go to appeal with other practitioners. Cao Qiuxiang replied: "I practise Falun Gong at home and I don't know who posted those banners."

In December 2003, Zeng Xiangsheng, the head of the Buyunqiao County 610 Office2 went to Cao Qiuxiang's home. As Ms. Cao happened to be out at that time, the 610 Office people tried to force her husband to turn her in, saying that otherwise he would not receive his salary.

On October 12th, 2004, Zeng Xiangsheng and a few people came to Cao Qiuxiang's home again and took away her Dafa materials and books, and other items.

On June 4th, 2005, Zhao Wusheng and two other people from the township 610 Office went to Cao Qiuxiang's home once again trying to arrest her but she was not home. They asked the neighbours about her whereabouts and were told that she went to her relatives'. The 610 Office people could do nothing, and finally left.

At 7 o'clock in the evening of September 19th, 2005, eight people led by Zhao Wusheng came to Cao Qiuxiang's home to try to arrest her again. The eight people surrounded her home. Cao Qiuxiang quickly ran away from her home. Around 6:30 in the evening of September 30th, Zhao Wusheng and others went to her home once more, but they did not find her because she had gone to her father's for his birthday.

On the evening of December 30th, 2005, Zhao Wusheng, Chen Fuyuan, the Party Secretary of the village in which Cao Qiuxiang lived, and another person went to Cao Qiuxiang's home and demanded to see her. Ms. Cao's husband told them that she had gone to her relatives, and then the three people required to talk to her on the phone. They would not leave until Ms. Cao's husband agreed to it.

In February of 2006, four people led by Zhou Wusheng went to Cao Qiuxiang's home while she was out working in the field. They did not find her, but took away a Dafa banner that was hung out in the street.

Around 12 o'clock on the afternoon of April 7th, 2006, Chen Fuyuan and four other people came to Cao Qiuxiang's home and questioned her as to whether she had practised the exercises or gone to appeal with other practitioners. They asked who had written the couplet on her door frame and where it came from. They also recorded the names and ages of all the family members of Cao Qiuxiang, as well as her phone number. They also threatened her, telling her not to practise any more as otherwise she would be "severely punished."

Note

1. "Yuan" is the Chinese currency; 500 yuan is equal to the average monthly income of an urban worker in China.

2. "The 610 office" is an agency specifically created to persecute Falun Gong, with absolute power over each level of administration in the Party and all other political and judiciary systems.
