Three of Mr. Cao Jiwei's Relatives Arrested by 610 Office Head When Requesting a Family Visit

On the afternoon of February 22nd, 2007, Deputy Head of the Loucun Township Police Sub-station Wang Jinshi and his men arrested practitioners Mr. Li Zhenfang and Mr. Cao Jiwei. The police confiscated 5,800 yuan¹ and other valuables worth 3,000 yuan. Wang Jinshi cruelly beat Mr. Cao Jiwei. He pulled his hair, slapped his face, and stepped on his hand and ground it into the gravel. He then tied a rope around his neck and pulled it tight. He also took off Mr. Cao's shoes, threw them away, and ordered him to walk barefooted to the police substation. Upon arrival at the substation they continued to beat Mr. Cao before taking him to the Laishui County Detention Centre where he was beaten again. Mr. Cao's eyes were black and blue and swollen shut.

On February 27th, Mr. Cao's mother, who is over 70 years old, along with his wife, daughter, sister in-law, nephews and other relatives took a bus over more that 200 kilometres to the detention centre to visit him. However, the detention centre did not allow them to see him. The officials claimed that the staff from Loucun Township was in charge of such issues. The township officials were rude and unreasonable. They claimed that responsibility lay with the detention centre. Their vicious behaviour was witnessed by dozens of passersby who went to the detention centre to see what was going on and tried to reason with the lawless officials. However, the prison guards did not shown any restraint.

In the evening, the guards even threatened Mr. Cao Jiwei's elderly mother. They threatened, "If you do not leave, we'll shock your son in your presence with electric batons until he kneels down and begs for mercy." Mr. Cao's mother could not bear the thought and left the detention centre.

At about 9:00 a.m. on March 1st, Mr. Cao's elderly mother, his wife, and his elder sister went to the home of Wang Fucai, the head of the 610 Office², requesting a family visit with Mr. Cao Jiwei. Wang did not open the door. Instead he called police officer Dai Chunjie from the Political and Security Section. Dai Chunjie beat and arrested them. Their whereabouts are still unknown.
