Liangshanzhou National Security Bureau Agents (Sichuan Province) Carry Out the Chinese Communist Party's (CCP) Persecution from Behind the Scenes

Officials from the Liangshanzhou National Security Bureau (NSB) posted several propaganda pictures in Yuecheng Square, Xichang City, Sichuan Province around March 18th, 2007. The posters advocate so-called national security laws. They included some slanderous content against Falun Gong such as falsely claiming that Falun Gong practitioners receive funding and equipment from foreign governments, and they claimed practitioners are monitoring the police through mobile phones and landlines. This is an effort to incite hatred among the local people toward Falung Gong practitioners.

Since the Communist regime and Jiang Zemin began persecuting Falun Gong in 1999, the 610 Office1, the police and the National Security Division have been the hatchet men on the front line for carrying out the persecution. Yet, there is a large, secret spy agency in China--the National Security Bureau, run by Zeng Qinghong, a ringleader in Jiang Zemin's political villain group. Before the Winter Travel Symposium in Xichang City, Liangshanzhou, the National Security Bureau dispatched numerous agents to follow and monitor Falun Gong practitioners. Agents Ou and Ding went to some practitioners' workplaces to arrange to secretly monitor them during the symposium. They coerced the workplace officials and local community to take part in the persecution.

The National Security Bureau's function is supposed to be to safeguard the country, but in fact it serves the sole interest of the Communist Party. The agents engage in secret activities and must abide by strict codes. They are police officers but they do not wear uniforms and they try to be inconspicuous in their actions. Most of the agents receive special training, and they are quite different from the police in public. They are hypocritical and speak kind words while carrying out the persecution behind the scenes. They order others to administer specific tasks. The "masks" of these agents easily deceive people who don't have a clear understanding of the agents. For instance, agents from Liangshanzhou National Security Bureau often go to families and relatives of those they deem "key" Dafa practitioners, and pretend to show concern for the practitioners, in an attempt to obtain information that they want.

Because of their unique function, the Communist Party backs the agents with sufficient funding, and grants them power to perform illegitimate acts. For example, the agents open and destroy private letters and packages. The National Security Bureau spy agency has local offices at the mail processing centres for central post offices throughout the country where mail is sorted and dispatched. The agents have offices at different levels in the mail processing buildings, where they pose as post office workers, but they sequester themselves in closed offices and inspect mailings. Officials in key departments of the central post offices or at the Property Management Bureau are able to recognise the offices of the NSB agents. The judicial officers in the postal system are also aware of the CCP agents opening private letters from all over the world.

The agents also coerce China Telecom, China Unicom, and China Mobile to help them monitor people's mobile phones and landlines and sometimes set up their own equipment to eavesdrop on people's phone conversations. For example, they employ speech-filtering technology, which automatically singles out phone calls that include "sensitive words" as targets of thorough surveillance. Falun Gong practitioners are primary targets for surveillance. Officials from the Liangshanzhou National Security Bureau once openly told local practitioners and their families, "We are watching all Dafa practitioners' phone calls and every move." They monitor "key" practitioners around the clock on so-called "sensitive days" and holidays and force security officers and door guards from Dafa practitioners' workplaces to join them in the persecution.

The National Security Bureau started tapping Dafa practitioners' phones as early as when the persecution just began on July 20th, 1999. One practitioner from Xichang City called other practitioners to tell them that they could pick up Teacher Li's newly published articles at his home, but every practitioner he called was arrested, and he then realised that his phone was tapped. Another practitioner who knew his home phone was monitored went to the Post & Telecommunication Bureau and applied for cancellation of phone service, but he was told, "You can get free phone service but we dare not take down your phone line regardless of your reason."

The Liangshanzhou National Security Bureau is located at Tonghaigang, East Sanchakou Road in Xichang City. This secret spy agency claims to serve the country and people but engages in despicable activities. The Bureau receives yearly ample funding - of taxpayers' money - from a higher government organisation. They use the money to buy various types of equipment and monitor people's every move.

The slanderous poster mentioned earlier that purports to educate people on the National Security Law even makes an inconceivable, ludicrous claim that Falun Gong practitioners in China receive money and equipment from foreign forces.

Falun Gong practitioners use their own, hard-earned money to produce different leaflets exposing the persecution including flyers, pamphlets and VCDs, just so that deceived fellow Chinese can learn the facts. No Falun Gong practitioner has ever charged any recipient for the leaflets he received. Falun Gong practitioners simply want to rescue people from the dangers of being brainwashed by vicious lies. They do not pursue fame or fortune. They do it out of heartfelt compassion.

I also want to tell a true story that took place in Huili County, Liangshanzhou in 2002, in order to further expose the National Security Bureau's lie about Falun Gong practitioners receiving foreign funding.

Falun Gong Practitioner Cui Deli and Her Family Arrested and Robbed by Police in Huili County, Sichuan Province

Ms. Cui Deli, 62, resides in the 5th Section of Shaba Village, Huili County, Sichuan Province.

After beginning Falun Dafa practice, Ms. Cui regained her health. She was cured of chronic illnesses. She also became a gentle woman and now gets along well with her family and neighbours. Due to Ms. Cui's steadfast belief in Falun Gong practice, after the persecution began on July 20th, 1999, local police extorted money from her, searched her home and took away her freedom. Despite suffering from all of this unreasonable treatment, Ms. Cui did not harbour any bitterness against the police. Instead she continuously improved herself based on the principles of Truthfulness, Benevolence, Forbearance.

Ms. Cui's daughter and son-in-law, who did not practise Falun Gong, own a transportation business in Kunming City, Yunnan Province. They frequently shipped various goods between the City of Kunming and Huili. In November 2002, police from Huili County inspected a truckload of shipped goods and found loads of white paper among it. Believing the paper was for the use of Falun Gong leaflets exposing the persecution production, the police then did a search at their transportation business in Kunming City. After discovering one hundred and forty thousand yuan2 worth of cash for business purposes in a safety box, they threw Ms. Cui's son-in-law in jail for over a week. What is more, police even jailed and persecuted a non-practitioner Ding Wenyi, a female clerk, for over seven months.

The police later also arrested and persecuted the truck driver. In order to confiscate this substantial amount of cash, the Huili County police deceitfully fabricated a story that the money had been wired from overseas to support Falun Gong activities in Mainland China. However, they did not find or present any evidence for their accusations. As it turned out later on, a company audit verified that every single penny of that one hundred and forty thousand yuan belonged to specific owners that did business with the company.

Because the clerk Ding Wenyi was jailed, Ms. Cui's daughter had to do Ding Wenyi's job. However, because of being unfamiliar with the places, Ms. Cui's daughter was not only robbed of one hundred and thirty thousand yuan of business funds, but the thieves also stabbed her twice. After the crime was reported, the local police left the case untouched and took no action. Only when a local newspaper reporter was ready to publicise the incident, after the victim told the reporter the story, did the local police start an investigation. To date, the criminals are still at large.

By then Ms. Cui's family was over three hundred thousand yuan in debt, and creditors were paying them daily visits, demanding to be quickly repaid. The entire family was suffering from this sudden, unexpected disaster, spending each day in extreme misery.

Feeling helpless, Ms. Cui's family went to visit the Huili County Police Department and demanded that the business funds the police had confiscated from them be returned. The police however dragged their heels for over six months and did not respond to the family's request. In May 2003, the Huili County Police reluctantly returned one hundred thousand yuan after learning that the family was going to borrow money to hire a lawyer to file a lawsuit against them. The police still kept forty thousand yuan as a "penalty" without even issuing a receipt.

Ms. Cui's family is still in huge financial debt, which has caused various conflicts among the family members. Having received such unfair treatment from their local police, to whom can this family turn for help?

News about this situation has spread all over Huili County. Everyone knows about it.

It is my hope that after reading this story, people will have a better understanding of the claim regarding "foreign funding."

The National Security Bureau actively cooperated with Jiang Zemin's group after the persecution began, and the NSB divisions set up special agencies for the sole purpose of persecuting Falun Gong practitioners. Bureau heads and division heads are personally in charge of the persecution. They transferred some agents specifically to secretly follow and arrest Dafa practitioners, as well as provide information to the 610 Office branches, the Politics and Law Committee and police departments. They are the black hands behind the persecution of Falun Gong practitioners, and they have committed no lesser crimes than the 610 Office agents or the police.

Many facts expose the National Security Bureau as the agency pulling strings behind the police to persecute Dafa practitioners. They not only provide information to the police, the 610 Office, and the Politics and Law Committee, and help the police arrest Dafa practitioners, they also personally follow and arrest Dafa practitioners. In addition, they send Dafa practitioners who refuse to follow their commands to labour camps or prisons.
