On the afternoon of May 8th, 2007, the second day after the Chengdu City Procuratorate hoodwinked, arrested, and finally killed Falun Gong practitioner Ms. Zhao Zhongling, personnel from the Jinniu District Procuratorate, the detention centre, and the police station in Chengdu City, Sichuan Province, went to Ms. Zhao's residence and announced a three-year forced labour prison sentence that read, in part, "Ms. Zhao was deemed to be a member of an evil religion organisation and was arrested when she went to the police station to distribute flyers."
Ms. Zhao's family members, who had just lost a loved one, were puzzled and upset, "When she went to the Procuratorate it was because they had asked her to come have a talk with them. Why was it said that she distributed flyers at the police station? They tortured and killed her, and now they are sentencing her to forced labour?"

A relative of Ms. Zhao asked the officials, "What crime did she commit? Which law did she break?" They replied, "We arrest Falun Gong people as we see fit and arrest them whenever we want."
On March 23rd, 2007, on the pretext of "having a talk," Jinniu District Procuratorate personnel summoned Ms. Zhao Zhongling. Her family thought it was as simple as that. They never expected that a procuratorate that is supposed to work "for the people" would actually arrest and detain her. Ms. Zhao's parents, in their seventies, did not expect to ever see their daughter return.
Ms. Zhao was an employee of Jinjiang Electronics Factory in Chengdu City. She was a warm and kind person and had outstanding performance at work. Before 1999, her work unit had given her a bonus of more than 10,000 yuan1. However, after the persecution of Falun Gong started in July of that same year, she suffered tribulations and cruel tortures that eventually killed her.
On March 23rd, after Ms. Zhao was detained, her parents could find no news of her whereabouts and were very worried for her safety. About 20 days later, the Procuratorate called and asked them to come and collect the motorcycle that their daughter had taken to the Procuratorate. They also informed them that she had been detained. Ms. Zhao's parents recalled the previous five occasions when their daughter had been arrested, and how injured she had been almost every time she returned.
On April 23rd, despite Zhao Zhonglin's critical condition, personnel from Jinniu District Procuratorate, detention centre and police station did not release her. They continued to detain her at Qingyang District People's hospital. They used heavy shackles on her legs and tied her to a bed.
On April 28th, in order to escape responsibility, procuratorate personnel went to the hospital and read out a three-year forced labour sentence to Zhao Zhongling, who was lying on the bed half dead.
On May 4th, Ms. Zhao's sister went to the heavily guarded hospital to pay a visit. By then, Ms. Zhao had lost her ability to speak and could only make some gestures with much pain.
On May 6th at 4:00 a.m., Ms. Zhao Zhongling passed away. She was only 44 years old.
On the afternoon of May 8th, personnel from the Jinniu District Procuratorate, the detention centre, and the police station showed up at Ms. Zhao's house and read out her sentence. Then they said, "Now that Ms. Zhao has passed away, we will not pursue the case anymore." They demanded that Ms. Zhao's family members sign their acknowledgement that Ms. Zhao was guilty. The family refused. The personnel threatened, "If you refuse to sign, the corpse will be dealt with without following normal procedures within seven days."
The sentencing document was dated May 8th, which was the second day after Ms. Zhao's death. It was only procured on the same day they went to Ms. Zhao's residence. On the document, it was written that "the defendant Ms. Zhao died in May 2007, and according to Part 5 of Item 15, the People's Republic of China Law of Criminal Procedure, the judge decided that investigation of the case would stop." Thus the sentence that was read out on April 28th at the hospital and at Ms. Zhao's residence was non-existent. The sentencing document from which they read the three-year imprisonment sentence was never seen by Ms. Zhao's family members.
On the morning of May 11th, after receiving many threats from various agents, Ms. Zhao's heartbroken and frightened family members, fearing that Ms. Zhao's body would be disposed of by the authorities, finally decided to sign the document. Once they signed, they were rushed to have her body cremated that very afternoon.
There are obviously suspicious points in this case:
* Why did the Procuratorate use such despicable means to arrest people? Come in and "have a chat" turned out to be a plot for arrest.
* How did the so-called imprisonment sentence document come about? Why did they force Ms. Zhao's family members to sign? Why were the authorities so eager to cremate the body?
* Why was there blood on Ms. Zhao's teeth after she died?
* Why did they not allow the family to take pictures of the corpse? Why have the authorities even refused to give their "edited" photos of the corpse to the family up till today?
Wasn't this another case of the Chinese Communist Party persecuting, torturing, and killing innocent Falun Gong practitioners, and then covering up the truth to keep it from being exposed to the world?
We strongly suggest that those responsible for the death of Ms. Zhao Zhongling be brought before the law and punished.
