Crimes Committed Against Practitioners by Zheng Guihua and Others in Mengyang Town, Pengzhou City, Sichuan Province

Mengyang Town is in the jurisdiction of Pengzhou City, Sichuan Province. Falun Dafa was widely spread during the 1990's in that area. There were close to ten thousand people practising Falun Gong in Pengzhou City. They lived by the Falun Dafa principles "Truthfulness, Compassion, Forbearance", which caused their morality and ethical behaviour to improve greatly.

Yang Xinyu, also suffers persecution, and was detained in Mengyang Town prison for more than three months when he was under two years old.

On July 20th, 1999, Jiang Zemin, former leader of China and instigator of the persecution, began the persecution of Falun Gong. Zheng Guihua, Party Secretary of Mengyang Town followed Jiang's dictates and implemented the policy "ruining their (practitioners') reputation, bankrupting them financially and destroying them physically" and "No responsibility for killing practitioners; killing practitioners is counted as suicide." They set up prisons secretly where they abused and tortured practitioners cruelly. They extorted money, plundered people's wealth, fabricated rumours, and slandered and persecuted good people. Zheng used his authority to arrest officials and members of the town government who practised Falun Gong. He turned the entire Mengyang Town government into a den of evil where practitioners were persecuted. Under his direction, the town committed many crimes against practitioners.

Secretly Set Up Prisons, Arrested and Persecuted Practitioners

After the persecution of Falun Dafa began, practitioners began to appeal for the right to practise Falun Gong in Beijing. They explained the truth of Falun Gong to those in power, as well as all others, and exposed the truth of the persecution. The Chinese Constitution grants all Chinese citizens the right to appeal for their rights to the federal government. But Jiang's regime feared losing power; it was full of hatred against practitioners and banned Falun Gong, and forbid its practitioners' from appealing to the government.

A prison in Mengyang Town that detains practitioners

Mengyang Town Party Secretary Zheng Guihua promised his superiors that no one from Mengyang Town would travel to Beijing. He used deceptive practises and purchased the entire quota for citizens to go to Beijing from the town's Beijing office. Therefore, he was able to report that no one from his area went to Beijing. He also secretly set up dark prisons in the courtyards of town government buildings, where he imprisoned practitioners who travelled to or were suspected of going to Beijing.

These prisons are at several locations in Mengyang Town and are horrible places. One is in the rear courtyard of the town government building. Actually it is two rooms, with iron doors. There are small windows on the doors for food delivery. People cannot leave these rooms. They have to sleep on the damp and dirty floor. The cell is next to the toilet and smells badly. The bunks are full of insects, and flies and mosquitoes are everywhere.

Several dozen practitioners were imprisoned there from 2001 to 2003, some for as long as nine months. They were even held during the New Year and other holidays. During such times they detained over ten practitioners and did not allow them to see their families.

In January 2002, Zheng Guihua, police from the Mengyang Local Police Station and 610 Office agents arrested over 200 practitioners. They abused and beat them. They forbid them from practising "Truthfulness, Compassion, Forbearance." They ordered everyone to curse Teacher [Teacher Li Hongzhi, the founder of Falun Dafa]. Over ten firm practitioners were taken to these dark prisons and detained until July 2002. They were transferred to Pengzhou City Detention Centre for brainwashing and further persecution at that time.

In November 2001, senior Accountant Xu Guoru purchased seeds in a seed retail store operated by a practitioner. Mr. Xu was arrested, beaten inhumanly and detained for six months.

They extorted money from practitioners for living expenses. They also had to do hard labour during the day and were tortured at night.

Similar prisons exist in Mengyang Town, villages and towns of Pengzhou City, and other places in the area.

Tortured with Clubs and Sticks

Almost every practitioner of Mengyang Town who refused to renounce "Truthfulness, Compassion, Forbearance" was detained in one of these dark prisons. They suffered torture daily.

In early 2000, practitioners Wen Changping and others went to Beijing to appeal for justice for Falun Gong. They were arrested and taken back to Mengyang Town. They ordered the practitioners to kneel. Practitioners who refused were beaten and kicked. Their faces were slapped by several dozen evildoers in turn. After that, they were thrown into the cell and their clothes removed. They were beaten inhumanly with bamboo sticks that were two fingers thick, wide leather belts, and the belt wheel from an agriculture vehicle. Bamboo poles and leather belts were broken. Practitioners were full of bruises from the beatings. Wen Changping went into a coma from the torture. His backside was covered with injuries, his back was broken, his right calf bone was fractured and a section of the bone was laid bare.

After Ms. Liao Changqiong was brought back from Beijing, she suffered brutal torture. Zheng Guihua hired local ruffians to do his dirty work. Jiang Faquan and others beat practitioners inhumanly. He kicked Ms. Liao with leather shoes, and stepped on her body. She passed out several times. Her family used a tricycle to take her home. Her entire body was injured. There was almost no skin left on her body. Her abdomen was swollen, her rectum was distended more than 3 inches and it took more than 20 days to return to normal.

Because of having leaflets exposing the persecution, teacher Zhuang of the Beijie Primary School was tortured and severely injured.

Government Officials Turn into Criminals

Government officials acted just like criminals. Mengyang Town Secretary Zheng Guihua forced all town government officials to participate in arresting and torturing practitioners.

On the night of January 7th, 2000, Zheng Guihua, using the excuse of some practitioners having gone to Beijing to appeal for the right to practise Falun Gong, brought all town government officials and some people who did not understand the truth, between 50 and 60 people in all, to Mr. Zheng Weigang's home. They surrounded Mr. Zheng's home and the street was filled with people. Several people knocked on the door and claimed that relatives in the government wanted to see them. Therefore, Mr. Zheng and his wife Tang Fafen agreed to come to the town government offices. Once in the government building, Secretary Zheng Guihua, Mayor Tan Yanbai, 610 Office¹ officer Bai Meichun asked whether they would continue to practise Falun Gong. They answered "yes." The officials then slapped Mr. Zheng's face, taking turns. Mr. Zheng's face was bruised and swollen. Zheng Guihua ordered Mr. Zheng to be taken upstairs. They turned the light off and then proceeded to beat and kick Mr. Zheng cruelly. Zheng Guihua also ordered the removal of Mr. Zheng's clothes and then he whipped him with a leather belt until several leather belts were broken. Then, other officials took turns beating Mr. Zheng with leather belts. They made him kneel on the ground, and tortured him from 10 p.m. until 1 a.m.

At that time one could hear the pitiful cries of Ms. Tang Fafen from the ground floor. Luo Shifen, Zhang Zhixiang and other evildoers beat and kicked her, pulled her hair, poured cold water over her and forced her to kneel in the cold wind. Then, they tied the two practitioners to a tree, despite the freezing cold weather.

On the afternoon of June 4th, 2002, Mengyang Town Local Police Station manager Teng Jiahua and a group of people ransacked the home of Ms. Luo Dazong, an employee of Mengyang Machinery Factory. They found nothing, but still arrested her and took her to the police station. They got drunk, began to torture her and ordered her to curse the Teacher of Falun Gong. They threatened that if she would not curse, they would pull off all her clothes, pour gasoline on her, burn her to death, and claim that she committed suicide. Luo Dazong did not change her stance, and compassionately explained the truth of Falun Gong to them. Teng Jiahua unexpectedly stabbed her in the mouth with a nail and it would not stop bleeding. The thugs continuously tortured her from 9 p.m. to 11:30 p.m.

On October 2nd, 2002, Ms. Jiang Qionghua was taken to the Mengyang Town Local Police Station. Zeng Jun tortured her with an electric baton. Huang Guangyao tortured her cruelly with several iron wires. Teng Jiahua poured boiling hot water on her. Zeng Jun also burned her hair with a cigarette lighter and said viciously, "Burning you to death is counted as self-immolation!" and "We'll torture you to death, and then throw you into the Mengyang River!"

4. Extorting and Plundering

Party Secretary Zheng Guihua actively participates in persecuting practitioners to gain favour with upper level officials, and he extorts money from practitioners.

Since July 20th, 1999, the town officials extorted money from practitioners, calling it bail. They extorted as little as several hundred yuan² and as much as over a thousand yuan. Practitioners who could not pay were forced into slave labour. They carried mud under the hot sun for repairing bridges and paving roads. They had to pay living expenses and a so-called management fee of 50-yuan daily. The evildoers extorted over ten thousand yuan from practitioners who went to Beijing to appeal for the right to practise Falun Gong. Those who could not afford to pay were beaten, tormented and taken to detention centre on fabricated charges. They beat and tortured practitioners inhumanely in front of their family members so they would borrow the money the police asked for.

In October 1999, they extorted 9,800 yuan from Mr. Zheng Weigang and his wife Ms. Tang Fafen because they went to Beijing to appeal for justice for Falun Gong. At that time, they extorted 2,000 yuan, all the money the couple had. Then, they forced Zheng Weigang to sign to pay the rest in instalments. In January 2000, Zheng Weigang and wife Tang Fafen were again arrested. They had no more money. Therefore, 610 Office officer Bai Meichun and others confiscated the couple's television, VCD and electric fan.

On April 21st, 2002, while Ms. Fu Shunju of Yuanshi Village was shopping, she was arrested and taken to the town government by Qiao Lijun, Liu Zhengfang, Luo Dajin, Miao Shichang from the Mengyang Town 610 Office. Police officers Fu Puchao and Jiao Weisong cuffed her to a big tree. Qiao Lijun threatened her and told her son to pay 40,000 to 50,000 yuan. She said she had no money. Qiao Lijun got mad and deprived her of sleep every night. He cuffed her to a big tree day-in and day-out. Militia commanders from over 20 villages tortured her. A big bundle of bamboo sticks were all broken from the beatings. Then they cut down four palm trees and made clubs with which to beat her. Then, they took her into a room, pulled off her clothes, leaving only one vest on her, held her to the ground, tore off her vest and beat her cruelly. They kicked her chest with hard leather shoes. Her entire body became swollen and was covered with black and blue bruises. When her family visited her, and saw her bruises, they were grieved and worried. She was released on April 29th, 2002, after her family paid 11,000 yuan.

They ransacked Zhang Zhifen of Tashui Village's home. They confiscated the television sound system and extorted 7,000 yuan. All the medicines in her pharmacy were confiscated.

They extorted 40,000 yuan from husband and wife Wen Changping and Shi Liangping of Mengyang Town over several years.

An incomplete count shows that since July 20th, 1999, the Mengyang Town (include Sanyi, Zhuwa) government has extorted about 100 million yuan from practitioners and their family members.

5. Being Paraded through the Streets with Signs Hung around the Neck Devastates Body and Mind

Mengyang Town Party Secretary Zheng Guihua also parades practitioners through streets with signs hanging from their necks. They want to destroy practitioners' will and incite hatred towards practitioners and poison people's mind.

In January 2001, the Party Secretary led Mengyang Town officials to arrest ten practitioners, including Jiang Qionghua, Wen Changping, Zeng Yi and brutally tortured them. They ordered that practitioners renounce their belief in "Truthfulness, Compassion, Forbearance," but did not prevail. On the next day, they hung signs from the practitioners' necks, handcuffed them and paraded them through the streets of Mengyang Town. They also built a temporary stage at an intersection in the town centre, where they forced practitioners to stand and listen to broadcasts slandering Falun Gong, and insulting them. They were then taken on a farm truck through all the nearby villages.

6. Elderly, Women, Even Babies Persecuted

Mengyang Town Party Secretary Zheng Guihua and his cohorts even persecuted babies under two years old and people in their seventies.

Yang Xinyu was born on May 13, 2000. His father Yang Xianjun, mother Zeng Yi and Grandma Zeng Kongfen are all practitioners. On a night in February 2002, his mother was feeding him. Bai Meichun, Tan Yanbai and others from the town government suddenly broke into his parents home and arrested them and his grandmother without any legal reason. To force his parents to renounce "Truthfulness, Compassion, Forbearance," they also arrested Yang Xinyu, under two years old, and imprisoned him in the dark prison. They threatened that they would not be released until they were "transformed³." Little Xinyu turned two years old in the horrible prison. He witnessed the brutal persecution of his kind uncles, aunties, grandpas and grandmas. Every day he patted the prison door with his little hands and shouted "Open the door, let me out!" On June 1st, 2002, Xinyu was taken home, but his parents were still in the prison. Because of being fed prison meals for a long time, when he was released, he was very small and emaciated.

Liu Yuanzhi, over 70, is the mother of Mr. Zheng Weigang. In January 2002, Party Secretary Zheng Guihua and officials from the town government arrested Mr. Zheng Weigang and Ms. Tang Fafen. They saw Liu Yuanzhi reading Falun Gong literature. They even arrested this seventy-year-old woman, and detained her in the dark prison. They tortured this elderly woman and forced her to work. On May 31st, 2002, six detained practitioners escaped, but the evildoers retaliated by mistreating the remaining practitioners. They brutally beat Liu Yuanzhi daily and tortured her face with high voltage electric batons. Later, Liu Yuanzhi was transferred to the Pengzhou City Detention Centre for brainwashing and persecution. In the detention centre, Liu Yuanzhi's entire body was covered with scabies, which oozed pus. Her limbs were swollen and she had difficulty breathing. The doctor diagnosed it as skin cancer. The evildoers feared to take responsibility and released her. After Liu Yuanzhi returned home, they frequently harassed her there.

7. Police Open Fire and Attempt to Kill the Innocent

The police officers often do not arrest criminals, but actively arrest innocent Falun Gong practitioners. They ignore criminal activities, but whenever they hear of Falun Gong banners, the police cars rush out immediately. They "may open fire" when they see practitioners and "take no responsibility for killing them, as killing them is counted as suicide."

In September 2001, a Falun Gong practitioner was going to hang banners, but was discovered by Hu Jin, Jiao Zhengyun and others from the Mengyang Local Police Station. The policemen tried to arrest him. He urged them not to seize practitioners, but the police did not listen and pushed him into the police car. This practitioner loudly shouted: "Falun Dafa is good!" and tried to escape. The police chased him. Very soon, the policemen were too tired to run. Then the police opened fire. This practitioner heard the gunshots, but was not afraid and escaped.

8. Monitoring and Harassing by the Red Terror

Party Secretary Zheng Guihua ordered cadres of every village to strictly monitor all practitioners or force them to report to the village cadre daily. If practitioners would not comply they would be arrested and fined. The evildoers from the government also went to practitioners' homes to harass them, interrupting practitioners' peaceful lives.

Mengyang Town Party Secretary Zheng Guihua faithfully carries out the policies dictated by the communist regime and persecutes practitioners. Their crimes against practitioners are too many to mention. The above is only the tip of the iceberg.
