Practitioners Tortured at Qiqihar City No.1 Detention Centre

On February 3rd, 2008, officers from the Shuguang Police Station in Qiqihar City, Heilongjiang Province arrested Ms. Wang Yuxian and Mr. Wang Xuqiu. They are being held at the Qiqihar City No. 1 Detention Centre. Ms. Wang developed symptoms of heart disease and gallstones due to abuse. She is in critical condition.

On March 31st, 2008, Ms. Wang Yuxian's family members went to the No. 1 Detention Centre to enquire about Ms. Wang's health. But, the officers at the gate were rude and would not give them any information. Director of the detention centre, Zhou, happened to pass by. After learning that they were asking about Ms. Wang, he said ferociously, "What heart disease? I don't know anything about it." The family members wanted the facts, but Zhou just swaggered away.

Ms. Wang's family persisted. Finally, they were directed to the Shuguang Police Station and told to look for the case officer. When the arrived, they saw an officer leaving in a hurry. The gate officer told them, "They have left. You may come back this afternoon. But, it would be better tomorrow." With no other choice, the family members left. An insider told them that the officer they saw leaving in hurry was the case officer Fan Kai.

The director of the Shuguang Police Station, Chu Chun recently told his department that they needed to catch up in persecuting Falun Gong. As a result, officers repeatedly harassed local practitioners in their homes before Chinese New Year. On the evening of February 3rd, 2008, Fan Kai went to Mr. Wang Xuqiu's home, where he saw two computers. He called the 610 Office¹ and the Police Station. Several officers came, arrested Mr. Wang Xuqiu and Ms. Wang Yuxian, ransacked their home, seized the computers and 4,000 yuan² cash as well as other personal property. On the second morning, Chu Chun, director of the Police Station, Fan Kai and others went to Ms. Wang's sister's home. They pounded the door for three hours until the door broke in. Once in the house, they found a couple of Ms. Wang's Falun Gong books, they used this "discovery" as the excuse to arrest both the sister and her daughter, who were later released after the police had extorted 5,000 yuan.

After they arrested Mr. Wang Xuqiu and Ms. Wang Yuxian, some police officers waited in Mr. Wang's home and arrested another four practitioners who came to visit. Some practitioners stopped by on their way to the dry cleaners or the food market. The practitioners were detained at the Shuguang Police Station, and were extorted of 3,000 to 5,000 cash each. Officers from Guangrong Police Station played an active role in the arrest. They brutally beat the practitioners.

Mr. Wang Xuqiu and Ms. Wang Yuxian were beaten and tortured at the Shuguang Police Station. An eyewitness said that, after repeated violent blows, Mr. Wang's face was bruised, swollen, distorted, and looked horrible.

The director of Shuguang Police Station, Chu Chun, was the planner and executer of the arrest. He and police officers Fan Kai, Song Tao, Xu Zhonghe, Sheng Tao, Wang Bin arrested Ms. Shen Zili in April, 2006, then subjected Ms. Shen to "five horses splitting a body" (http://www.clearwisdom.net/emh/articles/2005/3/9/58287.html), tiger bench³ (http://www.clearwisdom.net/emh/articles/2001/11/24/16156.html), "iron knocking thighs". Ms. Shen died after the torture.

In 2005, Chu Chun arrested Ms. Yang Jie and extorted 2,000 yuan from her, the following day her husband passed away. In April, July, August, 2007, officers from the Shuguang Police Station arrested local practitioners and ransacked their homes in Beijuzhai and Jianshe Neighbourhoods.

1. "The 610 office" is an agency specifically created to persecute Falun Gong, with absolute power over each level of administration in the Party and all other political and judiciary systems.

2. "Yuan" is the Chinese currency; 500 yuan is equal to the average monthly income of an urban worker in China.

3. "Tiger Bench": Prisoners are forced to sit on a small iron bench that is approximately 20 cm (6 inches) tall with their knees tied together. With their hands tied behind their backs or sometimes placed on their knees, they are forced to sit straight up and look straight ahead without movement for long periods of time.
