In early June 2008, officers from the Zhaoyuan Ranch Police Department in Daqing City, Heilongjiang Province, arrested Falun Gong practitioners Ms. Dong Xuexia and Mr. Liu Fenglin. Both are being held at the Heping Ranch Detention Centre, which is affiliated with the Nongken Police Branch in Suihua City.

Ms. Dong Xuexia is from Zhaoyuan Ranch. In September 2007, Ms. Dong was arrested by the Nongken Police and taken to the Heping Ranch Detention Centre. During her 50 days of imprisonment, she was brutally tortured, severely beaten, and subjected to electric shocks. She was physically and mentally tormented to such a great extent that all of her hair fell out. The police did not let her leave until she was mentally traumatized.

On June 5th, 2008, several officers from the Ranch Police Station, including Liu Yingbo, Jiang Zhanjun, Liu Guangtao, and Zhang Xiaolong, again arrested Ms. Dong before she had completely regained her sanity. She is now detained in Heping Ranch Detention Centre.

Mr. Liu Fenglin is 73 years old. He is a Zhaoyuan Ranch retiree. On June 6th, Mr. Liu was at his home when local police Chief Liu Fuguo and his associates, including Liu Yingbo, Jiang Zhanjun, Liu Guangtao, and Zhang Xiaolong, came to arrest him. They arrested Mr. Liu, who is now being persecuted in the Heping Ranch Detention Centre.

Additionally, in late May, the Ranch Police Station made an announcement forbidding local taxi and rental bus drivers to transport local practitioners to do errands or buy things, and that the drivers will be punished if they don't follow the order. All local people are now aware of this order. Local policemen Liu Yingbo, Liu Guangtao, Jiang Zhanjun, Zhang Xiaolong, and others recently went to practitioners' homes and took away their personal identification cards.
