Ms. He Xueping, a practitioner from Doumen District, Zhuhai City, Guangdong Province, has been suffering from the Chinese Communist Party (CCP) persecution for a long time. She had just been released from Sanshui Women's Forced Labour Camp on June 30th, 2008, when she was arrested again on September 2nd. Informants stated that Ms. He Xueping's current arrest was made in retaliation for her report on the persecution in the Sanshui Forced Labour Camp.
Guangdong Province officials who had been complicit in the persecution of local Falun Gong practitioners were exposed when the truth about female practitioners being tortured at Sanshui Labour Camp was recently revealed on the internet. CCP officials suspected that Ms. He wrote the article and they proceeded to arrest her in the beginning of September.
At 8:00 a.m. on September 2nd, 2008, officials from Doumen District 610 Office1, conspiring with about 20 policemen from the State Security Bureau, came to Ms. He's home to arrest her. She refused to open the door for them, so they broke the door down and ransacked her home. They searched all the cabinets and every corner, and even turned over the bed mattress. They confiscated several computers, printers and other private items. They arrested Ms. He and took her to Zhuhai City No. 2 Detention Centre. On September 27th, her relatives received a so-called "Certificate of Arrest."
Ms. He has been persecuted several times just because she refuses to renounce Falun Gong and the principles of Truthfulness-Compassion-Forbearance. She was sentenced to a prison term for four years from January 2001 to February 2005. During this time, she had been imprisoned in Zhuhai City No.1 Detention Centre, where she was force-fed and was tied to the death bed2 for ten days consecutively. In the Women's Prison, she was deprived of sleep, forced to stand still for a long time, and forced to watch a video that slandered Falun Gong. She has been detained in Minfu Brainwashing Centre, Zhuhai City for one month in February 2005 and in Sanshui Brainwashing Centre for five months starting in March 2005.
On November 1st, 2006, five plain clothes officers from Doumen District 610 Office suddenly arrested Ms. He Xueping when she was on her way to work at Doumen District Youth Palace. The officers' behaviour that day was truly horrible. Many witnesses to her arrest were appalled: "Who are these people? How could they dare rob a woman in daylight? They are even worse than gangsters!" Some people called the emergency police number and reported the officer's actions to the police.
On November 20th, 2006, Ms. He was sentenced to one and a half years forced labour and sent to Sanshui Labour Camp. Her term in the labour camp was extended just because she resisted pressure to give up practising Falun Gong. In order to force her to "transform3", police instructed a group of criminal inmates to berate her and force her to stand like a soldier all day long. Ms. He refused to cooperate with them and so the inmates beat her, punching and kicking her. They didn't turn on the electric fan, even on the hottest days in summer. The inmates couldn't bear the heat, so only one of them stayed there to monitor Ms. He while the others went to cooler rooms to take a break. Due to intensive "re-education training" and torture every day, she suffered from serious dehydration during the day and oedema at night. Such abuse went on from 6:00 a.m. to 1:00-2:00 the next morning. Ms. He was allowed only three or four hours of sleep. Even during this short period of time, the inmates did not leave her alone and made noise beside her bed to disturb her.
As the torture and sleep-deprivation continued, Ms. He's body began to show signs of oedema when she got up in the morning. The police did not intervene but only sneered at her. When she fainted due to standing for many hours like a soldier, the police didn't stop the torture, but only sneered at and insulted her. After two months, the police failed to "transform" Ms. He by means of intense torture. They then tried coaxing her with vague threats, but were not successful. They later extended her term of imprisonment in the labour camp. However, the evidence that the charges were based on was falsified. Ms. He refused to cooperate with them, so the police made up a phony document and asked two inmates to fabricate some materials, then signed the paper themselves as the evidence for a term extension.

1. "The 610 office" is an agency specifically created to persecute Falun Gong, with absolute power over each level of administration in the Party and all other political and judiciary systems.
2. "Death Bed" torture: A practitioner is tied to a bed with his hands handcuffed above his head to the bed rails, and his legs tied with thin nylon ropes. The rope is then tightly wrapped around the practitioner's body and the bed, from his legs to his chest. The rope is wrapped so tightly that the practitioner has difficulty breathing and eventually loses consciousness.
