Higher-Ups Order Experiments on Practitioner at Yongchuan Prison Hospital, Chongqing City

On May 12th, 2008, at noon, Falun Gong practitioner Mr. Liu Shurong announced on the Yongchuan Prison drill ground that the "four statements"¹ he had been forced to write were written against his will and were no longer valid. Mr. Liu is a retired teacher from Dazu County, Chongqing City. He is over 60 years old. He cried out, "Falun Gong is good, "Truth-Compassion-Forbearance is good" and other statements. The guards tortured him and forced him to attend brainwashing sessions. They made him maintain a sitting position until May 19th, 2008. Mr. Liu went on a hunger strike to resist this treatment. He was taken to the prison hospital, where the torture continued.

At Yongchuan Prison, the head of the Education Department, surnamed Wang; hospital president Li; and vice president Yang devised a plan for Mr. Liu. They decided to do an experiment using Mr. Liu to see how much he could endure.

They used shackles and handcuffs to restrain Mr. Liu on a hospital bed. They inserted a feeding tube through his nose into his stomach and force-fed him toxic food and fluids. Every day they administered 2000 mL of fluid, a total of four bottles a day. Every minute, 150 to 180 drops were injected, sometimes close to 200 per minute. One female guard said, "Inject faster. If he dies, then that's it."

A young director surnamed Li said, "If you die, that's it. The government will spend 425 yuan² at most for the crematory fees. What is wrong with experimenting on you? This is allowed under the government's policies. It's legal and the order was given by the higher-ups."

It has been reported that this kind of poisonous drug could kill a person instantly. Mr. Liu was struggling between for life every moment until his release from the hospital a month later on June 20th, 2008.

Mr. Liu Shurong was an elementary school principal in Longshui Town, Dazu County. Because he practised Falun Dafa, he was taken to Xishanping Forced Labour Camp in Chongqing City twice. He went to Beijing to appeal for justice for Falun Gong in October 1999 and was sentenced to one year in a forced labour camp. His term was extended by eight months at the Xishanping Forced Labour Camp. He was there for a total of 20 months. In February 2002, the Longshui Town Education Department was having an event at Longshui Lake for retired employees. The host, Luo Wenguang, slandered the practice of Falun Gong. Mr. Liu went to explain the facts about Falun Gong to the retired teachers. He was later sentenced to another year in a forced labour camp and was severely persecuted. On September 27th, 2005, Mr. Liu was arrested from home by police from the Domestic Security Division in Dazu County. After five months of torture, he received a three-year sentence and was taken to Yongchuan Prison. He was released at the end of his term.

In 2008, Yongchuan Prison developed a one-year plan. It was printed in the prison's internal newspaper called "Xin Sheng Tong Xun." In order to keep the title of "Advanced Unit of the Year," they had to keep the "transformation" ratio (the number of Falun Gong practitioners renouncing their belief) and brainwashing rate above 95 per cent. During the 2008 Olympics, the persecution against Falun Gong practitioners was their most important job. They ordered every employee to cooperate. Everyone had a particular target, and each level of management had to meet their goals. Responsibility, career, and reward were all evaluated when they made decisions about prison employees on who got bonuses, who got promoted, and who got recognized. Evidence of persecution was very clear and strong in this plan. We are asking all righteous people and organizations to pay attention to this matter.

1. "Four Statements": Practitioners are coerced under brainwashing and torture to write the "four statements" as proof that they have given up their belief. Created by the 610 Office, they consist of "a letter of repentance," "a guarantee" to never again practise Falun Gong, a "Dissociation Statement" to declare a dissociation with Falun Gong and promise not go to Beijing to appeal for Falun Gong, and a list of names and addresses of all family members, friends and acquaintances who are practitioners.

2. "Yuan" is the Chinese currency; 500 yuan is equal to the average monthly income of an urban worker in China.
