Mr. Mou Lunhui, in his forties, lives in Jiuchi Township, in the Wanzhou District of Chongqing City. Over the past nine years, he has been arrested numerous times by the Wanzhou District police. He was viciously tortured at various detention centres and at the Xishanping Forced Labour Camp, losing consciousness on several occasions.
On February 18th, 2008, seven or eight police officers, including Mao Kaixin, the deputy chief of the Longbao Police Department; Fu Chao, head of the No. 1 Section of the police department; Zhang Yong, deputy head of the No. 1 Section; and Chen Hongjun, party secretary of the Pailou Neighborhood Administration Office, broke into Mr. Mou's home and ransacked it without a search warrant. The officers confiscated fifty-seven Falun Gong books. When Mr. Mou asked the officers to return his books, they took him into custody.
During his detention, Mao Kaixin kicked Mr. Mou in the crotch so hard that it caused him to pass out on the spot. Other police officers and guards often beat him, too, causing injuries all over his body. He was unable to sleep well due to the massive cuts, bruises, and other injuries that he had sustained. He could not get out of bed, nor could he walk. Despite all of this, Mr. Mou remained steadfast and refused to sign the three statements renouncing Falun Gong.
At the end of Mr. Mou's 15-day detention, the police transferred him to the Pailou Neighbourhood Administration Office. Chen Hongjun, the head administrator, ordered Mr. Mou's relatives to beat Mr. Mou while Chen stood there and shouted orders to them. When Mr. Mou passed out from the pain, Chen ordered the relatives to continue to beat him. The beatings only stopped when one of the relatives who was punching Mr. Mou passed out from exhaustion and had to be taken to the hospital.
On July 20th, 2000, Mr. Mou went to the local public square to hand out fliers about Falun Gong. Officers from the Longbao Police Department held him in a detention centre for 15 days. A police officer with the surname Yang hit Mr. Mou 32 times in a row with a baton and kicked and punched him innumerable times.
Even though Mr. Mou's entire body was covered in bruises and badly injured, seven officers, including deputy chief Mao Kaixin and Chen Hongjun, party secretary of the Neighbourhood Administration Office, took turns beating him until blood gushed out of his nose and mouth, causing him to pass out. Being on the verge of death, it took several hours for the doctors to restore him to consciousness. The police then unlawfully sentenced him to 18 months in the Xishanping Forced Labour Camp.
The Wanzhou District police ordered the labour camp guards to brutally torture Mr. Mou. The first thing the guards did was to put him in a cell that was filled with water and viciously beat him. He was then left in the water for an extended period of time.
On one occasion, Mr. Mou talked to his father over the prison phone and said a few more words than was allowed. After the guards disconnected the call, they beat Mr. Mou unconscious then took him to the hospital. On three other occasions, Mr. Mou was beaten so badly that it took several hours for the doctors to help him regain consciousness.
When Mr. Mou's term ended, the labour camp officials extended his original term by three months. During those extra months, Mr. Mou was injured to the point of being bedridden and doctors didn't expect him to live much longer. In an effort to shirk responsibility for his death, the labour camp ordered him to be carried home.
But officers at the Wanzhou District Police Department were not concerned that Mr. Mou was on the verge of death. Instead of taking him home, they took him directly from the labour camp to a brainwashing centre in their local district.
Mr. Mou was not able to stand up when he arrived and had to be carried on someone's back wherever he went. Qu Jing, Luo Bo, Liu Tifu and other officers at the Political and Judiciary Committee continued to beat Mr. Mou, causing him to lose consciousness on several occasions.
One day, Mr. Mou saw a practitioner being beaten to the point of near death and spoke out for him. Chen Hongjun grabbed Mr. Mou's head and smashed it against the wall until blood came out of his ear. He was not taken to the hospital until he lost consciousness. After he came to, he was unable to eat, making it necessary for others to feed him rice soup through a straw.
In September 2003, the local police department tried to forcibly "transform1" Mr. Mou but failed. Twelve people in the "transformation" session, including Xiao Kejian, deputy party secretary of the Pailou Neighbourhood Administration Office, and an attorney with the surname Xiong, took turns beating Mr. Mou until he passed out.
At around 11:00 p.m. on December 30th, 2008, Mr. Mou was on his way home after visiting a friend. When he passed Jiuchichang Town, Zhou Shiyin and Pan Ronghan from the Jiuchi Township Security Office took him to the Guanyinyan Police Station and detained him for 15 days.
On the day he was to be released, his family went to the Lijiahe Detention Centre to take him home. When they arrived, he was nowhere in sight and no one was willing to help them locate him.
It turned out that the police had secretly transferred Mr. Mou to the Tangfang Forced Labour Camp. On January 16th, 2009, Mr. Mou was once again taken to the Xishanping Forced Labour Camp to serve a 21-month term. The police did not issue any legal papers regarding his arrest or imprisonment nor did they notify his family.
