Persecution Records from Forced Labour Camps, Detention Centres, Prisons, Police Stations and 610 Offices (Feb. 22nd, 2009)

1. Records of Individuals Responsible for Persecuting Practitioners in Mishan City, Heilongjiang Province

Yi Xiaofeng, 610 Office¹ head in Mishan City:
Yi Xiaofeng has been involved in persecuting Falun Gong practitioners many times. He gave personal orders to keep practitioners under surveillance. During his term, more than 20 practitioners have been subjected to persecution.

Li Gang, Political and Security Section head in the Mishan Domestic and Security Division:
Since July 20th, 1999, Li Gang has been involved in arresting and persecuting practitioners. He has made many false statements to frame them. More than 500 practitioners were affected, and more than 110 were incarcerated or sent to forced labour.

Guo Zhenfu, Police Department Deputy Head:
Guo Zhenfu is in charge of persecution of Falun Gong, resulting in the persecution of more than 250 practitioners since July 20th, 1999. More than 70 of them were incarcerated or sent to forced labour. At Farm 8511 alone, 28 practitioners were incarcerated or sent to forced labour.

Liu Li, Domestic and Security Division Head of Mudanjiang City Farm Administration Bureau:
Liu Li is in charge of persecution of Falun Gong under the Farm Administration Bureau, resulting in the persecution of more than 250 practitioners since July 20th, 1999. Seventy-two were incarcerated or sent to forced labour. At Farm 8511 alone, 28 practitioners were incarcerated or sent to forced labour. At Farm 854 the number was 11.

Chen Xiangjun, 610 Office head at Farm 8511, the Police Branch:
Chen Xiangjun is in charge of persecution Falun Gong. During his term, more than 40 practitioners were subjected to persecution. Twenty-eight of them were incarcerated or sent to forced labour.

Fang Wencheng, Politics and Security Section agent in the Mishan Police Department:
Chen Xiangjun has been involved in monitoring and arresting practitioners since 1999.

2. Arrests of Falun Gong practitioners in Jiamusi City, Heilongjiang Province, in February 2009

Using the pretext of "safety concerns" for the 24th Winter Sports Games, Heilongjiang Province Police Bureau agents began a new wave of persecution of Falun Gong practitioners. Many were arrested. Just in Jiamusi City alone, more than ten practitioners were arrested within 10 days.

Around 6:00 p.m. on February 8th, 2009, Li Denglu and another officer from the Changan Police Station arrested Ms. Fu Yu at her home. They searched it and confiscated many belongings, including a computer and printer. Fu Yu has been in the Jiamusi Detention Centre ever since.

The afternoon of February 10th, officers from the Jianjin Police Department and from the Nangang Police Station arrested practitioner Shen Guo as he was working at Jiamusi Yulian Factory. He was then taken to Jiamusi Detention Centre, and his home was later searched. He is still at that detention centre.

At noon on February 12th, Ms. Wang Guizhen was taken away from her home but was permitted to return. She was in a coma in a forced labour camp last October. Less than three months later she was arrested again. Officials from the Jiaxi Police Station came to her door, pretending to return money they had extorted from her before. As soon as she opened the door, they arrested her. It is said that her pituitary tumour symptoms returned, and she has been in hospital.

The afternoon of February 12th, plain clothes agents from the Jiaxi Police Station unlocked Mr. Huang Weizhong's door with their master key while no one was at home. They hid in the room. Soon, Ms. Song (a practitioner) arrived and was arrested. One of Mr. Huang's colleagues arrived for a visit around 5:00 p.m. and was taken away, too. At 6:00 p.m. more than 10 policemen arrived at Huang's home. Fujin City practitioner Mr. Tian Haitao was arrested there. At 9:00 p.m., Mr. Huang Weizhong returned home and was taken to the Jiaxi Police Station. The officers beat him ruthlessly because he refused to cooperate.

On February 13th, Huang Weizhong was taken to the Jiamusi Police Station for interrogation. His home was searched. Those in charge confiscated many personal belongings, including a computer, printer, and mobile phone. His home was videotaped. It was said he was tortured brutally during the interrogations.

During the evening on February 13th, officers from the city police department arrested Ms. Luan Xiuyuan. Officials from the Changhong Police Station searched her home. Plain clothed officers were ordered to monitor her home.

That same day, three additional practitioners were also arrested: Ms. Zhang Peiqing, Ms. Zhang Guizhi, and Ms. Zhang Shujing.

Around 1:00 p.m. on February 14th, Ms. Song Yuzhi, a practitioner who is nearly 60 years old, visited Luan Xiuyuan. Plain clothed officers arrested her and then searched her home.

Around 6:00 p.m. on February 16th, Ms. Yu Xiaoling from Huanan County was arrested at her home by officers from the Jiamusi Police Department.

That same evening, officers from Songlin Station seized Ms. Shan Yuqin from Jiamusi City.

The morning of February 17th, Mr. Zhao You from Xinfa Village, Sifeng Township, Jiamusi City, was arrested. Sifeng Police Station agents participated in the arrest.

That same morning, two officers from Songjiang Police Station arrested Ms. Zhou Shurong from Songjiang Township.

At noon that day, Mr. Luan Diancheng got a call at work from his mother's mobile phone. A man who claimed to be from a real estate company told him the heating system in his home was broken and the apartment downstairs was flooded. He told him to come home to deal with it. Mr. Luan asked to speak with his mother, but the man wouldn't let him, stating his mother was too afraid to talk with him. Mr. Luan turned off his mobile phone. Eventually, his sister and mother were taken hostage. Having paid 2,000 yuan² in extortion, his mother was allowed to return home. It is presently unknown which police branch was involved in this incident.

Also on February 17th, Mr. Li Xiaoping was arrested at his rented room near Yankelou Restaurant. Truth-clarifying materials and machines were confiscated. On February 18th, a plain clothes officer arrested an older woman practitioner as she delivered food to Mr. Li. On February 19th another practitioner was arrested there, too.

So far, two older practitioners, Zhang Peiqing and Zhang Guizhi, were released. Song Yuzhi was released the evening of February 16th, after she lost consciousness.

3. Individuals Responsible for Persecuting Practitioners in the Domestic and Security Division in the Hechuan District in Chongqing City

Lan Qifeng, around 40, is the Hechan District Domestic and Security Division head in Chongqing City

More than 350 practitioners were subjected to acts of persecution at the hands of this man. He arrested 13 practitioners the first day of the Beijing Olympic Games. He also extorted money in connection with these arrests, to his personal benefit.

Zhao, 58, team leader, is involved in persecuting practitioners, as well.

Zhang, around 30, extorts money from practitioners and makes trouble for them.

1. "The 610 office" is an agency specifically created to persecute Falun Gong, with absolute power over each level of administration in the Party and all other political and judiciary systems.

2. "Yuan" is the Chinese currency; 500 yuan is equal to the average monthly income of an urban worker in China.
