The Crimes of the Huaiyang County Police

In January 2009 (close to the Chinese New Year), a group of policemen from the Huaiyang County Domestic Security Bureau broke into Falun Gong practitioner Zhu Decai's residence in Lidian Village, in Huanyang County, Henan Province and arrested him. When Zhu Decai's family saw him again, he had been beaten into a vegetative state.

Zhu Decai is a 58-year-old farmer. Since practising Falun Gong, he strictly disciplined himself with the standards inherent in Truthfulness-Compassion-Forbearance, and his physical health improved.

In spite of the persecution of Falun Gong, Mr. Zhu remained steadfast in his practice. To help his fellow villagers understand the truth he told people the facts about Falun Gong and exposed the persecution. Local Chinese Communist Party (CCP) officials ruthlessly persecuted him for exercising his constitutional right to speak out for justice. On the evening of August 7th, 2008, Huaiyang Domestic Security Bureau agents and agents from the Xinzhanxiang Police Station broke into Mr. Zhu's residence, ransacked his house and arrested him. He was released as soon as the chief policeman extorted money from his family members.

Unfortunately, following his second arrest during the 2009 Chinese New Year, the police cruelly tortured Zhu Decai, injuring his central nervous system. Hospital emergency care kept him from death, but he is in a vegetative state. His family has so far spent more than 100,000 yuan1 on medical treatment, but he is still not cured.

Since the persecution began on July 20th, 1999, the Huaiyang police have ruthlessly persecuted and tortured numerous innocent practitioners. The following are accounts of several more incidents of practitioners being subjected to brutal mistreatment at the hands of the Huaiyang police.

Outstanding teacher Song Zhenling and his wife brutally beaten

In October 2000, the outstanding teacher Song Zhenling from Lutai Township, Huaiyang County and his wife Wang Guijin went to Beijing to appeal for justice for Falun Gong but were arrested. Huaiyang Police Department deputy head Ren Wei and the head of the Lutai Police Station tied Mr. Song and Ms. Wang up with ropes and took them to the Huaiyang City Liaison Office in Beijing, where the couple was interrogated and beaten separately.

When deputy head Wu Shengli and the head of Lutai Police Station (police chief) interrogated Ms. Wang, they forced her to kneel on the floor the entire time and beat, kicked, and slapped her and pulled her hair, yanking out sections of her hair. Her face was swollen from the abuse. Ren Wei and the police head also tied both of the practitioners' hands behind their backs, then beat and interrogated them until their faces were numb. The next day the police tied up Mr. Song and Ms. Wang's lower bodies. Ren Wei used his leather shoes to slap Mr. Song in the face. After 48 hours of interrogation, Ren Wei took all the cash that the couple had with them, but did not give them anything to eat. When Mr. Song and Ms. Wang were transferred back to Huaiyang, Ren Wei, Chen Jiachang, Geng Shouling and Zhao Min tortured them again. First, Song Zhenling was tied up. The skin on his back was pierced open and bled. Ren Wei hit Mr. Song in the face with the leather shoes again. He was exhausted after about fifty times, so he stopped. Then they started to beat Ms. Wang. Geng Shouling beat and kicked her.

A young peasant woman severely tortured

In May 2001, police seized practitioner Ms. Yang Liu and three others from Doumen Township, Huaiyang County. Involved in the arrest were police officers Li Xizhi, Yan Min, and Zhang Zixi. By the time they arrived at the police station it was already midnight.

Immediately, Li Xizhi began to interrogate the practitioners. Ms. Yang Liu needed to go to the toilet, but Li Xizhi prohibited her from going. Ms. Yang Liu said, "I cannot hold it. If you still won't let me go, I'll have to relieve myself here in this room." Hearing this, Li Xizhi slapped her face until he was tired. Yang Liu felt dizzy and her head ached. Her teeth were loosened, making four of them eventually fall out. Her face swelled and was deformed.

Soon after that, Li Xizhi began to slap the other two practitioners' faces. Then, he handcuffed their hands behind their backs to pillars in the room. Because Yang Liu's arms were too thin and short, Li tried several times to handcuff her to a pillar but failed. He pulled with extreme force until he could finally secure her arms to a pillar. The handcuffs cut into Yang Liu's hands, causing excruciating pain.

Li Xizhi began to brutally beat them and slap their faces. When it was over, the policemen dragged the three practitioners to the courtyard and forced them to kneel on the concrete pavement. Li Xizhi ordered two policemen to violently hit Yang's bottom. She lost control of her bladder and later of her bowels. A muscle in her hip was beaten so severely, it became infected. While she was still kneeling, two policemen crazily jumped, stepped and stomped on her feet. After a while, Yang Liu's knees, legs, ankles, and feet were bleeding. The policemen then violently kicked the sides of her legs. Finally, Ms. Yang was in so much pain and so exhausted that she fainted onto the ground. Yet, the policemen still would not give up on her. They used cigarette butts to burn Dai Mei's eyebrows and Yang Liu's mouth. The scars are still visible today.

County Epidemic Prevention Station retired worker Guo Xiumei died as a result of beating

Ms. Guo Xiumei was 45 years old. On the evening of September 22nd, 2002, when distributing Falun Gong materials, she was beaten so severely that she sustained fatal injuries. The next morning a passer-by saw her by a house. Her face was swollen and full of bruises, her left eye sunken in, her neck and chest bruised. At that moment she was still alive. Agents from the criminal police arrived and videotaped the apparent crime scene. Then they left without getting any medical help for her; neither did they start an investigation. They said later on that Guo Xiumei had "a sudden heart attack and died from a stroke."

Octogenarian Mr. Li Tinglin and his family savagely beaten

On May 5th, 2008, Liuzhentun Township Police Station deputy Huang Wei went to practitioner Li Tinglin's residence, accompanied by four policemen. After ransacking Mr. Li's house they arrested him and his son Li Junqi. Li Tinglin is in his eighties.

Li Tinglin's wife asked, "Why do you arrest my son? Has he done anything illegal?" A young policeman surnamed Zhang held her and pushed her to the ground, kicking her numerous times and slapped her dozens of times. Then he threatened, "Don't say a word. If you do, I'll beat you again!" Li Tinglin's wife would not give up. She continued to try to reason with the policemen, but the same ruthless officer beat her again. He stomped on her, kicked her and slapped her face. Yet, the old woman still would not stop trying to reason with him and stop the illegal arrest. In extreme pain, she struggled to stand up to protect her son. Zhang beat her for the third time and pushed her down again. She was covered in bruises, her face was swollen, and she could not breathe well.

Li Tinglin and his son Li Junqi were detained in the police station, locked up in two different rooms and brutally tortured. One policeman slapped Li Tinglin's face dozens of times. Consequently, he felt dizzy and his face was burning and hurt extremely badly. From the next room, his son Li Junqi's constant, miserable and painful screams were clearly audible. When the policemen were tired, they tied them onto bed frames until the following afternoon. Father and son were eventually transferred to the county detention centre. However, because Li Junqi was still unconscious, the detention centre officials refused to admit him.
