Falun Gong practitioner Mr. Dai Guoyu is from Laixi City in Qingdao City, Shandong Province. On July 30th, 2008, he was arrested and persecuted by the local 610 Office1 and police department. Under the direction of 610 Office personnel Wang Jianzhi and Shen Tao, Mr. Dai was given a three-year sentence. Mr. Dai's daughter, Dai Jin, and his wife approached the Chinese Communist Party (CCP) personnel and requested his release many times, but Shen Tao and others shifted the responsibility and cursed at them. The police even created false evidence to frame Mr. Dai.
The following is an account by Ms. Dai Jin.
I am Laixi City practitioner Mr. Dai Guoyu's daughter, Dai Jin. On July 30th, 2008, my father was arrested by the police for studying the Falun Gong teachings with other practitioners. His car was seized on the spot. Under orders from 610 Office director Wang Jianzhi and police officers Shen Tao and Guan Enfu, police from the Meihuashan Police Station in Laixi City came to ransack my home. They took a lot of our personal assets, forced my mother to sign the official papers and said that when the case is closed, we can go to the Meihuashan Police Station to claim our belongings.
On August 1st, 2008, when my mother and younger brother went to Qingdaolu Police Station to request my father's release, they discovered that my father had been taken to the Xinzhuang Brainwashing Centre in Wangcheng Township, Laixi City. Xinzhuang Brainwashing Centre is notorious. The guards wet bedsheets with water and whip practitioners, and strike their sensitive body parts with switches. Practitioner Mr. Sui Guangxi was tortured like this until he was on the verge of death. My mother was very worried about my father, so she went to the brainwashing centre with my younger brother to request his release. The gate guard didn't let them in. My brother peeked through the cracks in the gate and saw my father being tortured. The guards forced my father to squat under the burning sun. When he almost couldn't stand up, two people hoisted him up. There is a broken cushion covered by a tattered bed sheet underneath a large tree. From morning to night, they forced my father to stay in the courtyard. They took turns interrogating my father, not allowing him to sleep, torturing him, placing a bucket on my father's head and beating the bucket with a bat to force him to renounce his belief. During this time, the police drove my father's car to the brainwashing centre.
At around noon on August 5th, 2008, police from the Qingdaolu Police Station called us to go claim our belongings. When we got to the station, they gave us an arrest warrant. There was no explanation provided on the warrant, yet they forced us to sign it. They said, "He is detained in the police station. If you want him, then go to the Laixi Detention Centre."
On August 6th, 2008, my grandmother, who is nearly 80 years old, came with us to the police department to ask for my father's release. The security guard did not let us through. Shen Tao phoned the guard and gave the order that only my mother may go in. Once she went in, they interrogated her.
In the ensuing days, we repeatedly went to the police department to ask for my father's release. The people at the police department and Qingdaolu Police Station shifted responsibility to each other. Officers from the police department said, "The arrest was made by the Qingdaolu Police Station. If you want the person freed, then go ask that station." Police from the Qingdaolu Police Station said, "The police department told us to make the arrest. They are the leaders, and we listen to them. Any requests involving Falun Gong should be directed to Wang Jianzhi and Shen Tao."
On August 23rd, 2008, the Qingdaolu Police Station once again called us to go claim our belongings. I went with my mother and brother. When we arrived, the police ushered my brother and I out, saying that they wanted to speak with my mother alone. We heard her crying in the room, so we went inside and found the police berating my mother. They showed us an inventory of the confiscated items from our home, but it wasn't the one my mother had signed. There were a lot more items on the list that weren't even in our home and the listed quantities were very large. The police created false evidence in order to persecute my father.
When we asked about the source of the false evidence, they said, "This is not our business. This is the file that the Meihuashan Police Station provided. If you want to know, go talk to them." As soon as we returned home in the afternoon, two officers from the Meihuashan Police Station arrived with the false inventory for my mother to sign. The next day, we went to the Laixi City Police Department to expose the false evidence to Shen Tao. He said, "This is a mistake by the case officers. It is not our business, we only look at the files." We demanded that Shen Tao return the car and confiscated assets. We continued to chase him for many days. Finally on September 8th, 2008, we were able to reclaim the car and assets (my father had over 200 yuan2 and an MP4 player on him at the time that we couldn't reclaim). My mother, grandmother and I went to the police department again to see Shen Tao for the release of my father. When Shen Tao saw us, he began to curse at us and pushed my grandmother several times, almost knocking her to the ground. Even the surrounding people watching the situation became upset with the police. My grandmother told the crowd, "My son really didn't do anything wrong. I am just telling the police that it was Falun Gong that cured my son's eye problems. Falun Gong practitioners have done nothing wrong; they are all good people."
Under orders from Wang Jianzhi and Shen Tao of the 610 Office, my father was given a three-year sentence. My father appealed this. During this time, we kept seeking Shen Tao and Wang Jianzhi to get my father released, but both tried to shift responsibility to the other party.

1. "The 610 office" is an agency specifically created to persecute Falun Gong, with absolute power over each level of administration in the Party and all other political and judiciary systems.
2. "Yuan" is the Chinese currency; 500 yuan is equal to the average monthly income of an urban worker in China.
