It is believed that this order came from Jiang and Luo's internal directives to encourage security guards to catch Falun Gong practitioners by offering monetary incentives. The document stated that an officer would receive a 3,000 Yuan reward for each "currently practicing Falun Gong practitioner" turned in.
When a journalist called the Guangzhou Police Department to inquire about this, the person who answered the phone asked where he had obtained the news and said, "we would be better off not talking about this."
According to other news, a university in Guangdong Province recently circulated a document from higher authorities requesting that its staff enhance the political studies department to resist "infiltration" from Falun Gong. Furthermore, staff dispatched overseas must sign a guarantee that they will not contact Falun Gong prior to their departure.
At the beginning of the persecution, officials in Guangdong Province said something like, "Falun Gong practitioners are mostly good people. Let's not sentence any in Guangdong, etc." When Jiang Zemin came to Guangdong in February 2000, he criticized that Guangdong had not persecuted Falun Gong severely enough. After that, Guangdong started to pay more attention to persecuting practitioners. In February 2000, Guangdong sentenced its first group of Falun Gong practitioners, including Zhang Mengye, college classmate of Mr. Hu Jintao [Jiang's heir-apparent]. The Guangdong Province "610 Office" was established in the beginning of 2001 as an agency specifically created to persecute Falun Gong. It has absolute power over each level of administration in the Party and all other political and judiciary systems. From then on, large-scale arrests and abductions of Falun Gong practitioners began.
According to reliable sources, an undercover agent framed Zhao Jing'an, a former volunteer assistant for Falun Dafa. The agent placed 200 copies of Falun Dafa materials in Zhao's office and then had him arrested for holding such material. Zhao had been the vice president of Southern Reality Baoli Incorporation under the General Logistics Department of the PLA. Police used similar tricks to arrest many former volunteers at the Guangzhou Falun Dafa Assistant Centre.
In Zhuhai alone, more than 100 practitioners were arrested between the beginning of 2001 and the Spring Festival. More than 800 Falun Gong practitioners were forced to attend a brainwashing class in Sanshui. Also, beginning in 2000, Guangzhou Shahe Collecting House and Baiyun Mental Hospital jointly began persecuting Falun Gong practitioners. They used electric batons to shock and hot chili peppers extract to torture Falun Gong practitioners in Shahe Collecting House. Those refusing to renounce the practice were then sent to the Baiyun Mental Hospital. Many were tortured to death.
So far, sources have verified that ten people have been tortured to death in Guangdong Province.
