Married Couple Mr. You Changbao and Ms. Gao Wencheng Arrested Again in Harbin City

Mr. You Changbao and his wife, Ms. Gao Wencheng, are residents of Harbin City. Early in 1995, prior to practising Falun Gong, Mr. You was a heavy drinker and whenever he was drunk, he would lose his temper and act crazy. After he began to practise Falun Gong, Mr. You stopped drinking and strove to be a better person and behave according to the principles of Truthfulness-Compassion-Forbearance. Now he is always willing to help others.

At approximately 6:00 a.m. on August 14th, 2009, Liu Peimin, chief of the Tonghe County Domestic Security Division, and the deputy chief, Sun Xiang, and two other officers arrested Mr. You while he was on his way to work. He was taken back to his home.

The officers forced Mr. You's mother to sit still on a bed while they began to search the house. The police confiscated dozens of Falun Gong books, one laptop computer and 2,000 yuan¹ in cash. When asked if they had a search warrant, the officers replied: "There is no need for a search warrant for people like you (those who practise Falun Gong)."

Mr. You's wife, Ms. Gao Wencheng, ran out of the house, but the officers caught her. They grabbed her by the hair and the ear and took her to a police car.

Tonghe County was named a "national model county" and was scheduled to host a conference attended by officials from the Ministry of Justice on August 16th, 2009. Sources state this was the reason for the arrests. The Tonghe County Chinese Communist Party (CCP) Committee and the 610 Office² were afraid of having the persecution that they had inflicted on Falun Gong practitioners exposed. Yue, director of the Tonghe County 610 Office, organized the arrests. This is the third time that Mr. You has been arrested.

Mr. You and Ms. Gao are held at the Tonghe County Detention Centre. Mr. You's mother, who is in her sixties, and his daughter, who is a 12-year-old elementary school student, are left alone at home with no financial support.

Repeatedly Persecuted

Officials from the Nonghe Town government and officers from the Nonghe Town Police Station have gone to Mr. You's home many times to harass and threaten Mr. You and his family. The police have forbidden the family to practise Falun Gong or to say the words, "Falun Gong is good." In 2000, during the annual session of Chinese parliament, Mr. You went to Beijing to appeal for Falun Gong. On his way home, he was arrested by officers from the East Station Railway Police Station in Harbin City and was later taken to the Tonghe Detention Center by Ma Debo, chief of the political security office in the Tonghe County Police Department.

In the detention centre, the police pulled Mr. You's arms behind his back and handcuffed him for three days and three nights, during which time he was not able to take care of himself. He had to rely on other inmates for help. The handcuffs eventually cut into his flesh. Mr. You was not released until after he had suffered inhuman torture for more than one month and had 2,000 yuan in cash extorted from him. After this, the police would go to his home and harass him on every "sensitive occasion."

In late March 2001, Chi Haibo, chief of the Nonghe Town Police Station, along with Ma Debo and other officers, took Mr. You and eight other practitioners to the Tonghe Detention Centre.

In July 2001, Mr. You and three other practitioners were sentenced to one year of forced labour and sent to the Changlinzi Forced Labour Camp in Harbin City. There, he was severely tortured, developed blood in his urine and his body was covered with scabies. Pus from the scabies soaked his bed covers. He became extremely weak.

On March 15th, 2002, Mr. You was released. When he returned home and got off the bus, he could not walk on his own and had to be carried home by his father. He was very thin and had a lot of white hair. His entire body was black and blue.

Mr. You gradually recovered through practising the Falun Gong exercises. In 2002, before the 16th National Congress of the CCP, officials from the Nonghe Town government drove dozens of miles to find Mr. You and his wife, who were working as migrant farmers, in an attempt to send them to a brainwashing centre. Mr. You and his wife were forced to leave home for two years and did not return home until the autumn of 2004.

People of the world, please help to rescue Mr. You Changbao and Ms. Gao Wencheng from detention, so that they may be united with their family.
