Mr. Cui Xinghui is a Falun Gong practitioner from Pingshan County in Hebei Province. He is a typical villager, but because he followed the principles of Falun Gong--Truthfulness-Compassion-Forbearance--trying to be a good person and telling people the facts about the persecution of Falun Gong, he was arrested, had funds extorted from him, was detained in brainwashing centres, was sentenced to forced labour, and was tortured. In the end, he was forced to leave home and live elsewhere. The following is a description of the persecution of Mr. Cui in his own words.

In 1996, the Falun Gong practice was introduced to Xialiu Village in Pingxiang County, Hebei Province. After fellow villagers learned about Falun Gong, their health improved, and their families all got along well together. In 1997 I began studying Falun Gong lectures as well. The theory was very easy to understand and very convincing, so I began practising Falun Gong.

In 1999, the persecution of Falun Gong began, and practitioners everywhere were arrested, beaten, thrown into forced labour camps, and sentenced to prison. I decided to go to Beijing to appeal on behalf of Falun Gong. I was arrested near Tiananmen Square, then taken to Fengtai Stadium. I was later taken to Baoding City. Since I felt that I hadn't yet had a chance to explain what Falun Gong was to the government, I headed back to Beijing. I was arrested again and taken to Pingshan. Feng Qingfang and Xiao Cuilong placed me in a detention centre, then extorted 400 yuan¹ from me.

On January 13th, 2009, under the direction of Han Ermeng, secretary of the Township Chinese Communist Party (CCP) Committee, Wang Xintang, head of the police station, and officials including Yang Xiaowu broke into my home. I was arrested and taken to the township government office, where I was handcuffed to a large tree. That evening, they took me to a room, where Wang Xiaowu struck me in the face, then hit me with a rubber club while swearing at me at the same time. They forced me to squat, then chained me to a chair for the night. The next day, they took me to the Pingshan Police Station, where Feng Qingfang and Xiao Suilong from the Political and Security Division handcuffed me to a handrail on the stairway. Later, they took me to the detention centre. Zhang Guoping, head of the police station, instigated inmates and guards to beat me and try to force me to write the guarantee statement, denouncing Falun Gong. They and held me for over 40 days and extorted more than 1,300 yuan from me.

In January 2001, I again travelled to Tiananmen Square with fellow practitioners. We were trying to be good people and peacefully trying to tell about the unfair treatment that we had endure. We were arrested and detained. We were not allowed to discuss these issues with anyone. I wanted to shout out and let more people know, "Falun Gong is wonderful!" "Falun Gong is righteous!" I was arrested and taken to a detention centre in north Beijing, where many practitioners were being held. Guards used batons to hit us all over. We were beaten and soaked with blood.

I was later arrested and taken to a police station in Gaobeidian. Because I refused to cooperate, two police officers broke my nose, poured cold water into my mouth, then dragged me into the courtyard, where they stripped me naked and poured freezing water over me!

A few days later, I was taken to Pingshan, where I was held at the detention centre for over 40 days, and had more than 800 yuan extorted from me. In the meantime, Zhao Zhengfang, secretary of the Township CCP Committee; Li Subing, head of the police station; Li Chunmei; Zhang Nangua; Yang Xicun; Mi Chunying; and others broke into and ransacked my home, including a TV, a piece of furniture, a computer desk, and other items.

In May 2001, officials from the 610 Office² from Pingshan County organized a brainwashing session at Lizhuangbingying. Li Subing, Yang Xicun, Zhang Nangua, Su Shihua, and others from the Xiahuai Police Station broke into my home, arrested me, and took me to the brainwashing session in Lizhuang.

In the winter of 2002, when I was farming on the hill, Li Subing and others from the Xiahuai Police Station came and arrested me. At the police station, they not only beat me but also shocked me with electric batons, causing me to lose consciousness. I was subsequently sent to the Shijiazhuang Detention Centre. They used several cruel methods of torture on practitioners in the detention centre, including sleep deprivation and surrounding us with people around the clock while bombarding us with words slandering Falun Gong, making us feel mentally confused and very depressed. Due to their threats, some practitioners were "transformed³." I did not want to cooperate with them, and after I was tortured for a week, I was taken back to Pingshan.

In spring 2003, officials from the 610 Office in Pingshan organized brainwashing sessions at the courtyard of the Mineral Factory, where I was arrested again. Wang Genting, 610 Office director; associate director Hou Congli; and secretary of the CCP Committee Shi Junhai often planned the persecution activities. I was handcuffed to heating pipes for about 12 days and was forced to sleep on the ground.

In winter 2003, I was farming on the hill again, when officers Zhang Nangua and Yang Xicun from the Xiacui Police Station found me. Yang ran at me as soon as he saw me, intending to arrest me and extort money from me, but I managed to get away.

This persecution has lasted for ten years, but I remember everything as if it happened yesterday. Being deceived and cheated by the CCP, those government workers and police officers have lost their conscience. They arrest us whenever they want to, they detain us for however long they want to, and they beat us whenever they want to. This has caused tremendous loss and tragedy to us as individuals, as well as to our families.

1. "Yuan" is the Chinese currency; 500 yuan is equal to the average monthly income of an urban worker in China.

2. "The 610 office" is an agency specifically created to persecute Falun Gong, with absolute power over each level of administration in the Party and all other political and judiciary systems.
