Mr. Liu Zhongquan, born on February 7th, 1965, is a resident of Shengli Town, Bin County, Heilongjiang Province.
Mr. Liu refused to give up his belief in Falun Gong, and because of this he was arrested by police from Bin County and detained twice--on February 21st, 2000 and on May 6th, 2001.
On the night of August 12th, 2008, Mr. Liu and his wife Ms. Liu Zhenxian went to visit Mr. Wang Jinglun. As they were reading the Falun Gong book Zhuan Falun at Mr. Wang's home, they were arrested by police from the Shengli Town Police Station and chief Wang Guicheng of the National Security Group of Bin County, deputy chief Liu Jianhua and police officers Liu Xiangguang, Chang Jianmin, Guo Jianping, Zhang Yumei and Liu Yabo. That night, Mr. Wang's home was ransacked. Mr. Liu was detained and held in the First Detention Centre of Bin County.
Also arrested were Mr. Wang Jinglun, who was sentenced to seven years of imprisonment; Ms. Gao Guiqin and Mr. Zhang Shusen, who were sentenced to 3.5 years of imprisonment; Ms. Tang Fengying and Ms. Zhu Fengying, who were sentenced to 18 months of forced labour at the Qianjin Labour Camp of Harbin City, Heilongjiang Province; Mr. Guo Haicheng, who is now held in Changlinzi Labour Camp of Harbin City; Ms. Xu Shuxian, Ms. Wang Shuju, Ms. Huang Xiufang and Ms. Wang Fengqin, who were released in late September 2008; and Ms. Sun Ru, whose details are unknown to us.
The chief of the Bin County police department Jia Guohua ordered police officers Wang Guicheng, Liu Jianhua and Zhang Yumei from the National Security Group, as well as police from the technical group of Bin County police department Cao Delong and Wang Lili, to make up evidence to incriminate Mr. Liu and submitted it to the Procuratorate of Bin County. The Procuratorate authorised an official arrest of Mr. Liu on September 25th, 2008.
Mr. Liu's wife Ms. Liu Zhenxian was sentenced to 18 months of forced labour and is being held in the Qianjin Labour Camp of Harbin City. Their son, now in secondary school, has been left home alone to fend for himself.
On December 1st, 2008, the Bin County Court brought Falun Gong practitioners Mr. Liu Zhongquan, Mr. Wang Jinglun, Mr. Zhang Shusen and Ms. Gao Guiqin to trial.
Mr. Liu's family entrusted lawyer Mr. Wei Junlin from the Sengong Attorney's Office of Heilongjiang Province to provide a defence for him. Before the trial, Mr. Wei was threatened by the judge of Bin County court Wu Wenxiang, deputy judge Hao Wenjun, judicial assistants Lou Ancheng and Hu Jingqi, court recorder Zhang Jingli and prosecutor from the People's Procuratorate of Bin County Fu Yacheng. Mr. Wei was told, "According to orders from higher authorities, lawyers are not allowed to provide a non-guilty defence for Falun Gong cases. We can convict him simply according to the judiciary explanations about Falun Gong issues by the Supreme Court and the Supreme Procuratorate."
Nonetheless, Mr. Wei attempted to provided a non-guilty defence for Mr. Liu. The judge interrupted him on numerous occasions to prevent him from providing a complete defence.
Mr. Wei made it very clear that Falun Gong is not a cult, both legally and in practice. Falun Gong advocates the principles of Truthfulness, Compassion, Forbearance and teaches people to be good. It is in no sense a cult. In history the suppression of religion always produced exactly the opposite effect. Christianity, for instance, suffered cruel persecution for 300 years, but it became one of the most revered religions in the modern world.
Despite the defence, judges Wu Wenxiang and Hao Wenjun sentenced Mr. Liu to four years of imprisonment. On February 25th, 2009, Mr. Liu was sent to the Hulan Prison of Heilongjiang Province.
