On September 8th, 2009, the National Security Police, led by Zhang Zhengyu, arrested practitioner Mr. Cao Feng while he was working in Shanghai and took him back to Duolun County. He is now imprisoned in the Duolun County Jail. In past years, he and his family were continuously persecuted by the police.
Mr. Cao went to Beijing to tell people the facts about Falun Gong on July 20th, 1999. He was arrested by police from Duolun County in Beijing on October 30th. They seized 1500 yuan1 from him, sentenced him to two and a half years of forced labour, and put him in the Ximeng Forced Labour Camp.
In 2000, Ximeng Forced Labour Camp transferred Mr. Cao to the Inner Mongolia Wuyuan Forced Labour Camp. Upon his arrival, a chief from the monitoring organisation in the camp had a talk with him and threatened, "Wuyuan Forced Labour Camp was a former concentration camp for the Nationalists. At that time, I was responsible for transforming2 them. All of those stubborn people were transformed. If you Falun Gong practitioners do not transform, the only option left for you is death. All of you will carry your granite-like heads to your graves." Mr. Cao was guarded by two inmates around the clock. He was forced to do hard labour, far exceeding the regulations and his capacity. After work, he was forced to sit on a bed and not allowed to go anywhere.
On July 20th, 2001, by accusing Mr. Cao of "stirring up practitioners to fight against the camp," the camp authorities extended his term for three months. After his release, the 610 Office3, police station, neighbourhood association, and the political and justice directory of Duolun County continued to harass him.
In March 2003, he was arrested again, on account that arrested practitioners from other cities had called him. In the jail, Warden Ruan Kui shocked him with electric batons. His neck and face swelled up with large blisters. He was subsequently extorted out of 4,500 yuan before his release.
In September 2004, the 610 Office of Duolun County started a brainwashing centre, and Mr. Cao was arrested and taken there. He escaped, but was forced to stay away from home or risk further persecution. Even so, his 60 year-old parents and 80 year-old grandmother were still harassed from time to time.
In late summer 2005, the authorities went to his home again to take him go to the brainwashing centre. Since they were unable to find him, the head of the political and justice directorate threatened to arrest his father. Thus, his father Cao Wanxi was forced to leave and stay away from home for two months. His wife and two-year-old were left behind. His wife and daughter were harassed when they visited her parents' home.
