Crimes Committed by Chang Zhanglin, a Policeman from Linzhou City, Henan Province

At noon on March 31st, 2009, Chang Zhanglin, a 610 Office¹ policeman, arrested eleven Falun Gong practitioners at Hongqi Square in Linzhou City, Henan Province. For years, Chang Zhanglin has persecuted local practitioners. He is notorious for making unjust arrests. His latest crimes are summarised below.

On July 12th, 2000, Chang Zhanglin and Wang Zhiming arrested Zhang Tianshun and Wang Jianbin; Zhang Tainshun was imprisoned for 50 days and Wang Jianbin for 40 days. During the opening of the Chinese Communist Party (CCP) Sixteenth National Party Congress, both practitioners were arrested again, and taken to a 610 Office brainwashing unit in Linxhou City.

On March 23rd, 2004, officers from the Yuankang Police Station arrested practitioners Wang Guiying, Li Huansu, Hou Suqin, and Cheng Meilin while they were distributing information exposing the persecution of Falun Gong at the Sanzong temple fair in Yuankang. They were all imprisoned in the Linzhou Detention Centre for five months. During this time, Chang Zhanglin grabbed Wang Guiying's hair and slammed her head against a wall. Chang Zhanglin, Shi Heshu, and Wang Taiji extorted 4,000 yuan² from each of the practitioners. Wu Jun from the Hejian County Police Station also participated in this persecution.

In 2005, Chang Zhanglin and Fang Xiangwu broke into Guo Aiying's home in Zhujian Village while Mr. Guo was working in the fields; however, her young daughter was at home. Chang and Fang stole 800 yuan in cash without telling anyone, then left. They often staked out the home, or dropped in to harass them during holidays. Due to these activities, Guo Aiying was forced to leave home, and her married daughter couldn't visit.

On the afternoon of June 28th, 2007, police arrested Chang Luyuan, a practitioner from Qiushuwan Village, Yaocun County, after Zhang Chunsheng, the village public security director, reported him to have clarified the truth to villagers and Zhang Chunsheng himself. Five days later, Chang Zhanglin and others broke into Chang Luyun's home and confiscated Falun Gong lectures and exercise tapes. Chang Luyun was impoverished, and had a mentally retarded child at home alone. Later, Chang Luyun was taken to the Zhengzhou Forced Labour Camp.

On the morning of December 20th, 2008, seven to eight policemen, including Chang Zhanglin, broke into the home of Ms. Shen Meilin and arrested her, leaving her husband alone, who became incapable of normal physical activity after a year at home. They also took away a computer and other Falun Gong materials.

1. "The 610 office" is an agency specifically created to persecute Falun Gong, with absolute power over each level of administration in the Party and all other political and judiciary systems.
