Mr. Luo Guolong, a practitioner around 60 years old from Shenyang City, Liaoning Province, was arrested by the Shenbei Xinqu Public Security Bureau in Shenyang City on October 20th. His home was ransacked afterwards. Currently he is jailed at Shenbei Xinqu Detention Centre and is being persecuted there. This is the fourth time that Mr. Luo Guolong has been arrested and persecuted.
On October 24th, 2009, Mr. Luo Guolong went to Shierjiazi Village, which lies in the town of Xinglongtai, Shenbei Xinqu, Shenyang City. He went there to expose the truth of the persecution of Falun Gong to the villagers. Some of the local villagers reported him, and he was arrested by the town police. Two policemen by the names of Yang Lihui and Chen Ning went to Mr. Luo Guolong's home that evening around 8 o'clock. They searched his home with no search warrant, and they confiscated two books and one DVD.
At the Xinglongtai Police Substation, Mr. Luo Guolong demanded an immediate release. However, the town police knew that the villagers had called the police to report him and that cases involving Falun Gong were to be handled by the Domestic Security Division of the police. Using these as excuses not to release him, the town police forcefully handed Mr. Luo Guolong over to the Domestic Security Division.
Mr. Luo is a farmer and resides at Ciyutuo Village in Yinjiaxiang, Shenbei Xinqu. After starting the practice of Falun Gong in 1997, all of his illnesses disappeared. Mr. Luo Guolong worked hard to follow the teachings of Truthfulness-Compassion-Forbearance, and to think of others. His relatives, friends and neighbours said that he had become a good person after practising Falun Gong.
However, for explaining the facts about Falun Gong, he has been repeatedly persecuted by the Chinese Communist Party. He has been taken to a brainwashing centre, detention centre and forced labour camps. In 2001, Mr. Luo Guolong was falsely charged and sentenced to a forced labour camp for two years. In January 2007, Mr. Luo was sentenced to forced labour for one and a half years for talking to people about Falun Gong in Shuangshuzi Village in Laobianxiang, Yuhong District. Now Mr. Luo has again been arrested for the same thing by the Shenbei Xinqu Public Security Bureau in Shenyang City.
On January 10th, 2007, Mr. Luo Guolong went to the neighbouring Shuangshuzi Village in Laobianxiang, Yuhong District, and spoke to people about the persecution door to door to the villagers. He was arrested by the Yuhong District police. The police violently beat him using electric batons. In a little more than a month, the police repeatedly beat Mr. Luo and in doing so tore seven outfits of his. When they saw that the electric batons could not "transform1" Mr. Luo, they instead used a pair of handcuffs, that weighed over 33 pounds, to handcuff him for 18 days. They very seldom gave him food. Eventually, Mr. Luo was sentenced to one and a half years, and was jailed at the Shenxin Re-education and Forced Labour Camp, where he was forced to do hard labour every day.
On August 1st, 2007, Mr. Luo appealed to the Judicial staff to release him with no conditions. As a result, he was jointly persecuted by the police, including Wei Maojin. Director Guan Feng, team leader Chen Qing, and Liu Feng. They used three electric batons to shock Mr. Luo on the head, which resulted in many burns on his face and head. Mr. Luo was severely injured both physically and mentally.
