Police of Laiyuan County, Hebei Province: "This is Called 'Strategy' not 'Lying'"

At around 10 a.m. on December 29th, 2009, Kang Yongli, the managing director of the Shidao Village complex received a phone call from the Domestic Security Division of the Laiyuan County Police Department, directing him to inform Mr. Zuo Zewen to immediately go to the police department to pick up his family tricycle.

When Mr. Zuo, a Falun Gong practitioner, and his wife went to the police department, their tricycle was not there. Mr. Zuo then went to the domestic security division to inquire further and was told the tricycle was at the Chengguan Police Station.

Policeman Zhang Fang retrieved a police car , offering Mr. Zuo a ride to the police station to pick up the tricycle. But when Mr. Zuo got in the car, Zhang Fang drove him directly to the Gaoyang Forced Labour Camp.

Mr. Zuo's wife waited for him in their home until 8 p.m. and did not see his return. She went to the village director Kang Yongli's home for information. Kang called the domestic security division and was told Mr. Zuo had been imprisoned at a forced labour camp.

The following day, Mr. Zuo's wife and the village director went to the domestic security division to ask for Mr. Zuo's release. When the village director asked the domestic security division officer, Wei Jinkui, why the police had lied to him and used him to lie to others, and inquired of how he would be able to explain this to all of the villagers, Wei said, "This is not 'lying', it is 'strategy.' You did nothing wrong, you were just a messenger. You should stand together with the side of the Chinese Communist Party (CCP)." Then Wei pointed his finger at Mr. Zuo's wife and said, "Do not bother Kang Yongli in the future."

Background:

On December 9th, 2009, director Yang Pengge from the Shuibaozhen Police Station in Laiyuan County, Hebei Province, along with several other police, arrested Mr. Zuo and detained him at a detention centre, confiscating his tricycle.

In the afternoon of the same day, Mr. Zuo's wife and relatives went to the domestic security division to ask for her husband's release. The team head of the division, Wei Jinkui, slapped a member of Mr. Zuo's family! Another policewoman stole 120 yuan¹ from another family member. On the morning of December 10th, Mr. Zuo's family and nephew went to the domestic security division again to retrieve Mr. Zuo. A policeman slapped Mr. Zuo's nephew three times.

On the morning of December 14th, Mr. Zuo's wife went to the domestic security division again. At approximately 7 p.m. Mr. Zuo was released and sent back home. Mr. Zuo later divulged that during the detention period the prison doctor force-fed him twice with large amounts of salt and unknown substances. Mr. Zuo's chest was subjected to extreme duress, such that he could not cough.

On the morning of December 21st, Mr. Zuo and his wife went to the domestic security division to retrieve their confiscated tricycle. Zhang Fang told them that Wei Jinkui was not there and that he himself could not make any decisions. On the morning of the next day, the couple went again. When Wei Jinkui saw them, he began to curse at them wildly. Wei slapped Mr. Zuo's wife's face three times, then took out an electric baton from underneath a table and hit her again. The abuse left an inch long cut on her face. Mr. Zuo tried to stop Wei but was slapped twice. Mr. Zuo reminded Wei that it is against the law to beat people at will. Wei then said, "This is the CCP's regime."

On December 23rd, the couple went to visit the Politics and Law Committee to seek justice. The committee sent their case to the police department. On December 24th, chief Li Fuqi of the police department told the couple, "We must demonstrate an iron fist against Falun Gong." Mr. Zuo asked him when he would get his tricycle back. Li said sinisterly, "You just wait and see, the situation will be resolved very soon."

Thus the situation stands as previously stated: At approximately 10 a.m. on December 29th, Mr. Zuo was abducted and taken to the Gaoyang Forced Labour Camp.
