Ms. Chen Qing, a former teacher at the Taian Middle School in Tongnan County, Chongqing City, was on a police most-wanted list for four years because of her belief in Falun Gong. During this time she experienced mental trauma. The Tongnan County Education Committee administration fired her without reason after she recovered.
On December 10th, 2003, agents from the Tongnan County 610 Office (an organisation of special agents just for persecuting Falun Gong) and officers from the Tongnan County Domestic Security Division arrested Ms. Cheng while she was teaching in a classroom. The Tongnan County Education Committee and the Taian Middle School co-operated with the officers.
Ms. Chen was taken to a brainwashing camp, but she managed to escape. She went into hiding and travelled from place to place. The Tongnan County Domestic Security Division and the Tongnan County 610 Office placed her on their most-wanted list. Her family recalls that officers searched their home on December 24th and 25th, 2003, as well as on August 19th, 2004. Officer Qiu Chongyang and others from the Taian Town Police Station also searched the home of one of their relatives in the countryside.
The health of Ms. Chen's mother deteriorated after she received news of Ms. Chen's arrest. She became paralysed in 2005, and died in October 2006. Ms. Chen was in hiding at the time and was unable to visit her mother or help care for her.
Ms. Chen was in hiding for four years. In late 2007, her family quietly brought her home and noticed that she was suffering from mental trauma. She was afraid to go outside and wrote, "Save me! Hurry!" and "A car is downstairs" on the walls. She was afraid of noises and she thought the people around her, including her family, were spies. One time she ran away from home and walked for three days and nights to get to the Fuxing Town area. Residents there described her as wet, dirty, and trembling. She was in a panicked state. She lost her coat and shoes while she was on the run.
After returning home on January 8th, 2008, officers Zhang Shimao and Luo Yonghong from the Tongnan County Domestic Security Division, and officers Zhou Qing and Zhang Gaole, from the Taian Town Police Station, broke into Ms. Chen's home. They came to tell her not to worry, and that they weren't going to arrest her. However, they took a lot pictures of Ms. Chen and her husband, as well as of their home.
Ms. Chen slowly recovered. She asked the Tongnan County Education Committee and the Taian Middle School if she would be allowed to resume working. School principal Chen Shuang said that he would follow the decision made by the Education Committee. Personnel section director Chen Hua said they needed to consult with the 610 Office. On April 21st, 2008, the Tongnan County Education Committee sent a dismissal notice to Ms. Chen, with no explanation for the firing.
Ms. Chen asked the County Personnel Bureau to arbitrate this labour dispute. The bureau asked Ms. Chen for 3,000 yuan1 in arbitration fees. Ms. Chen could not afford the fee and so the process was stopped.
