Ms. Zhao Lihua is from Shaling Village, Laixi City, Shandong Province. On April 21st, 2010, officers from the Wangcheng Police Station arrested her while she was distributing Falun Gong materials, then jailed her in the Laixi Detention Centre. That evening, police officers and agents from the Laixi 610 Office (an organisation of special agents just for persecuting Falun Gong) went to Ms. Zhao's house and confiscated her Falun Gong books.
Several days later, police officers took Ms. Zhao to the Laixi People's Hospital for a physical examination. Ms. Zhao's family contacted Zhang Xiaomei, deputy chief of the 610 Office, and inquired about her. Zhang informed them that she would be released in 15 days. Zhang used to live in the same village as Ms. Zhao and the two families were related. Ms. Zhao's family believed Zhang.
Ms. Zhao's husband had health problems, including blood clots in his brain nine years ago, causing paralysis in half of his body. He could not walk easily and depended completely on Ms. Zhao's care in his daily life.
Police officers from the Laixi Public Safety Bureau told Ms. Zhao's husband that they needed proof of his condition from the hospital, so that they could release Ms. Zhao to take care of him. Her husband dragged himself to the hospital and gave proof to the police. The officials told him that he needed to take his case to the Domestic Security Division. Several days later, officials told him that his evidence was not valid without authentication. The officials also accused him of exposing Ms. Zhao's arrest case on the Clearwisdom website. When Ms. Zhao's husband presented the proof to the doctor, the doctor said that his signature was valid and there was no need for authentication.
While her husband was putting forth great effort to get the evidence accepted, Ms. Zhao's family continued to ask Zhang when she would be released. Zhang indicated that she wouldn't be released for at least 15 days, and blamed them, "I am trying to help Zhao, yet Falun Gong practitioners have slandered the police on Minghui.org." Minghui, the Chinese version of the Clearwisdom website, published articles on Ms. Zhao's arrest twice, once on April 30th and then on May 1st. The articles described facts of the arrest. Ms. Zhao's family believed that Zhang did not actually request Ms. Zhao's release.
Fifteen days later, Ms. Zhao did not return home. When her family asked Zhang about her status, Zhang told them she had been taken to the Wangcun Forced Labour Camp.
Three days after the family got the news of Ms. Zhao's whereabouts, her father-in-law died of extreme stress and grief.
