Ms. Fan Jinrong is a Falun Gong practitioner from Kaiyuan City, Liaoning Province. She was arrested in 2003 and was brutally tortured during her interrogation. She was sentenced to three years in Dabei Prison. Ms. Yin Wenlan was arrested in 2004 and was sentenced to nine years in Jianyucheng Women's Prison. They were both brutally tortured before being sent to prison. As part of the torture, the guards in Kaiyuan Detention Centre forced them to ingest various unknown drugs.
Ms. Fan Jinrong
Ms. Fan Jinrong was arrested on May 13th, 2003, when she was exposing the persecution of Falun Gong on the street. The following police officers from Kaiyuan Domestic Security Division were involved in her arrest: Jiao Bin, Su Junzheng, Wang Zhenwu, and others. Jiao Bin verbally abused, shouted at, and repeatedly punched Ms. Fan while she was in the police car. Her face was covered with bruises and wounds.
At Kaiyuan Detention Centre, several police officers attacked her when Ms. Fan refused to be photographed and fingerprinted. They grabbed her hair and held her head still while they photographed her. Then they used electric batons to shock her on her arms and the backs of her hands to force her to have her fingerprints taken. To protest this mistreatment, Ms. Fan started a hunger strike. She was brutally force-fed by several people, including Wang Ming, head of the detention centre; Hu Bo (female), a doctor at the detention centre; and four or five guards. She developed symptoms of heart disease and high blood pressure that she had not had since becoming a practitioner. She became weak and faint.
Ms. Fan was forced to wear heavy shackles for six months in Kaiyuan Detention Centre. She was sentenced to three years in jail by Kaiyuan Court.
Ms. Fan became very weak after the heart attack and the recurrence of high blood pressure. Because of her poor physical condition, Dabei Prison refused to accept her. She was force-fed unknown drugs at Kaiyuan Detention Centre before she was sent to Dabei Prison for a second time. Even though she was still very ill, the guards in Dabei Prison were bribed to agree to take her.
In Dabei Prison, the inmates was ordered by prison head Xia Ru to brainwash her. They stripped off her clothes and poured cold water on her naked body on the cold winter days. They also tied her hands behind her back and forced her to squat down. They shouted at her, "If you are 'transformed' [forcibly renounce Falun Gong] you can have your sentence reduced!" Ms. Fan lost consciousness many times due to the torture and was sent to the hospital several times.
Ms. Yin Wenlan
Ms. Yin Wenlan was arrested on the afternoon of March 31st, 2004, by officers from Tieling Police Department and Kaiyuan Police Department. She was beaten and kicked and thrown into a police car. Police officer Su Junzhen from Kaiyuan Police Department took 120 yuan1 from her pocket.
Ms. Yin was taken to Tieling Police Department. She was subjected to brutal torture while being interrogated that entire night by officers Yu Honghai and Wang Hong. They shocked her with electric batons all over her body. As a result of this torture, her head was severely injured and her body covered with many wounds. The scars on her hands remained visible one year later. At present, Ms. Yin Wenlan is still being detained and her current situation is unknown.
Police broke into Ms. Yin's home after she was arrested. They took her personal belongings valued at 50,000 yuan, including her bankbooks, cash, two PCs, a printer, a recorder, and many other items. They also took some books and papers. Almost an entire truckload of things were taken from her home.
Ms. Yin was detained at Bingshan Detention Centre during the interrogation and later was sent to Kaiyuan Detention Centre. While detained there, her health became worse. She had symptoms of heart problems, high blood pressure, and cholecystitis. She was not allowed to see her family when they came to visit her. On October 15th, 2004, she was put on trial in Kaiyuan Court and was secretly sentenced to nine years in jail on October 21st. The presiding judges were Shen Dejin and Hou Qingshan.
On the night of November 30th, 2004, Hu Bo, the doctor at Kaiyuan Detention Centre, administered several unknown drugs to Ms. Yin Wenlan. She started to have the following symptoms: she could no longer focus, she had temporary loss of memory, her muscles became numb, she had heartburn and difficulty breathing and a feeling of being top-heavy, she lost of control of her arms and legs, and she had night sweats. On December 1, Ma Jingbao, deputy of the detention centre, took Ms. Yin to the 4th Ward of Liaoning Women's Prison. During the routine medical check, it was found that Ms. Yin had lost the ability to speak (she later recovered), and the detention centre was not informed of her poor health.
Ms. Yin's physical condition continued to deteriorate while she was in prison. She was diagnosed with high blood pressure, lack of blood in her cardiac muscle, pancreatitis, and high transaminase (a symptom of liver disease). In the middle of December, she was sent back to Kaiyuan City but the officials at Kaiyuan Detention Centre refused to take her back. The heads of Kaiyuan Police Department, the politics and law committee, and the 610 Office (an organisation of special agents just for persecuting Falun Gong) held a meeting overnight and made the decision to send her back to prison without informing her family.
